Urgently complete procedures to renovate and upgrade old buildings of Hai Duong Provincial General Hospital

On the morning of August 19, at the August meeting of the Provincial People's Committee (6th time), comrade Luu Van Ban, member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Hai Duong Provincial People's Committee listened to the leaders of the Department of Health and a number of related departments and branches report on the results and progress of implementing Notice No. 615-TB/VPTU dated May 20, 2024 of the Provincial Party Committee Office on the conclusion at the conference of contact and dialogue between provincial leaders and cadres, civil servants, public employees and workers of the Hai Duong health sector.

Concluding this content, Mr. Luu Van Ban, Standing Vice Chairman of the Provincial People's Committee, assessed that recently, under the direction of the Provincial People's Committee, departments, branches and localities have seriously implemented the conclusions of the provincial leaders. However, the progress of implementing some contents is still slow.

The Standing Vice Chairman of the Provincial People's Committee requested relevant departments, branches and localities to focus on speeding up the implementation of public investment projects related to health infrastructure approved by the Provincial People's Council Resolution.

In particular, the Department of Health is emphasized to proactively coordinate and urgently complete procedures for the project to renovate, repair and upgrade old buildings and supplement the fire prevention and fighting system of Hai Duong General Hospital with a total investment of over 375 billion VND. Currently, many items at the hospital have degraded and need to be upgraded and repaired soon to better serve people coming for medical examination and treatment. It is necessary to clarify the tasks that the investor must carry out in this project, promptly summarize and report to propose solutions to difficulties and problems.

Regarding the above conclusion, the Standing Vice Chairman of the Provincial People's Committee requested the Department of Home Affairs to promptly advise the Provincial People's Committee on transferring the District Health Center to the District People's Committee for management, ensuring "correctness" and "accuracy". This needs to be done in accordance with the legal basis, instructions from superiors and in accordance with local practical requirements.

The Department of Planning and Investment advises on new incentive policies for investors interested in the healthcare sector. There must be specific solutions, proposals and guidance for investors interested in this sector. The Department of Information and Communications actively coordinates with the Department of Finance to advise on the annual provincial budget allocation plan to invest in information technology infrastructure to implement the digital transformation roadmap of the healthcare sector. In the immediate future, it is necessary to urgently establish electronic health records and complete software to connect test results for widespread deployment to healthcare facilities.

The Department of Health is the focal agency to synthesize the implementation of the above contents, report to the Provincial People's Committee before September 15 to report to the Provincial Party Standing Committee for consideration and direction.

Regarding the remaining contents in Notice No. 615, Standing Vice Chairman of the Provincial People's Committee Luu Van Ban requested relevant departments, branches, units and localities to seriously implement and ensure progress and quality.
