Solemn opening of the 10th National Congress of the Vietnam Fatherland Front

Attending the Congress were 1,052 delegates representing all walks of life, classes, ethnicities, religions, armed forces, overseas Vietnamese and Front officials at all levels, demonstrating a typical image of the great national unity bloc.

General Secretary and President To Lam attended and delivered a speech at the Congress.

Politburo members: Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, Standing member of the Secretariat Luong Cuong, along with many Politburo members, Party Central Committee Secretaries, former Politburo members, former Party Central Committee Secretaries, Vice Presidents, National Assembly Vice Chairmen, and Deputy Prime Ministers attended the Congress.

Also attending the Congress were former General Secretary Nong Duc Manh; former Prime Minister Nguyen Tan Dung; former Chairmen of the National Assembly: Nguyen Sinh Hung, Nguyen Thi Kim Ngan; former Chairmen of the Central Committee of the Vietnam Fatherland Front: Pham The Duyet, Nguyen Thien Nhan, Huynh Dam; leaders of central ministries, departments and branches; member organizations of the Vietnam Fatherland Front; revolutionary veterans, Vietnamese Heroic Mothers, Heroes of the Armed Forces, Heroes of Labor; ambassadors, leaders of a number of diplomatic missions and international organizations in Hanoi.

Arouse and strengthen the spirit of national solidarity

In the opening speech of the Congress, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front, 9th tenure, Do Van Chien emphasized that the 10th National Congress of the Vietnam Fatherland Front aims to objectively and comprehensively assess the situation of all classes of people and the great national unity bloc; the results of implementing the Resolution of the 9th Congress of the Vietnam Fatherland Front, term 2019 - 2024, in conjunction with 5 Action Programs; draw out causes and lessons, on that basis unify the direction, goals, tasks, and Action Program of the Vietnam Fatherland Front for the period 2024 - 2029; consult and agree to elect the Central Committee of the Vietnam Fatherland Front, the Presidium, the Standing Committee, the President, Vice President - General Secretary, and Vice Presidents for the 10th Congress term (2024 - 2029); agree on the content of amendments and supplements to the Charter of the Vietnam Fatherland Front.

In the solemn and emotional moment of the Congress, Chairman of the Central Committee of the Vietnam Fatherland Front (9th tenure) Do Van Chien expressed his sincere remembrance and infinite gratitude for the great President Ho Chi Minh - the one who laid a solid foundation for the cause of great national unity. His ideology of great unity is the torch that lights the way, shows the way, and guides our entire Party, people, and army to firmly step on the path of building a peaceful, unified, independent, democratic, and prosperous Vietnam. At the same time, he remembered the sacrifices of the heroic martyrs; the contributions of the wounded and sick soldiers; the veteran revolutionaries, the Heroic Vietnamese Mothers, the Heroes of the People's Armed Forces, the Heroes of Labor; the intellectuals, the outstanding people of ethnic groups, religions, and overseas Vietnamese... who have devoted their blood and intelligence to the cause of building and defending the Fatherland, for the strength and longevity of the great national unity bloc.

Mr. Do Van Chien said that, implementing Directive No. 22/CT-TW of the Central Party Secretariat on the Congresses of the Vietnam Fatherland Front at all levels and the 10th National Congress of the Vietnam Fatherland Front for the 2024-2029 term, over the past year, the Presidium of the Central Committee of the Vietnam Fatherland Front has developed plans and provided guidance for organizing Congresses at all levels. To date, congresses have been successfully organized in 10,597 commune-level units, 704 district-level units and 63 provinces and cities.

Through the Congresses of the Vietnam Fatherland Front at all levels, people from all walks of life expressed their hope that the Party and State would continue to have appropriate policies and guidelines, remove difficulties and obstacles to develop the economy more strongly, create more jobs and stable income for the people; increase investment in responding to climate change, preventing and combating natural disasters, ensuring the safety of people's lives; invest in creating livelihoods, reducing poverty sustainably, especially in remote, border, island and ethnic minority areas; promote the application of advanced and modern technology, administrative reform, better serve the business community and people; strengthen the fight against corruption, negativity and waste, along with arousing the spirit of dedication and aspiration of all organizations and individuals to contribute their intelligence and efforts to the cause of building and defending the Fatherland.

The Congress Presidium hopes that the delegates attending the Congress will promote the spirit of democracy, solidarity, consensus, focus on intelligence, uphold responsibility before the people, before the destiny of the nation... contribute many sincere and accurate opinions reflecting the thoughts and legitimate aspirations of the people; discuss and agree on directions, goals, tasks, propose many creative, suitable, feasible ways of doing things, and strive to successfully achieve the goals set by the Congress.

6 action programs in the new term

At the opening session, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front, 9th tenure, Nguyen Thi Thu Ha, presented the Summary Report of the Central Committee of the Vietnam Fatherland Front, 9th tenure, to the Congress. According to Ms. Nguyen Thi Thu Ha, in the past term, the Front's work continued to achieve important and comprehensive results; the great national unity bloc was maintained, the flesh-and-blood relationship and trust of the people with the Party and the State were constantly consolidated and strengthened. Thoroughly grasping the Resolution of the 13th National Congress of the Party, the Vietnam Fatherland Front at all levels and member organizations have synchronously deployed solutions, successfully completed the goals and tasks, especially the 5 action programs set out and the sudden tasks arising in practice.

Propaganda, mobilization and gathering of people from all walks of life continued to have many innovations. Patriotic emulation movements and major campaigns chaired or coordinated by the Vietnam Fatherland Front such as: "All people unite to build new rural areas and civilized urban areas", "Vietnamese people prioritize using Vietnamese goods"; "Unite to innovate, improve productivity, quality, efficiency, international integration"; "All people unite, make efforts to prevent and fight the COVID-19 epidemic", "For the poor - No one is left behind" ... continued to have a strong mark in society, arousing the spirit of emulation, learning, working and production and the joint efforts of the whole community. After more than 20 years of implementation, the National Great Unity Day - one of the methods of uniting and gathering people is organized in most residential areas across the country.

Hundreds of thousands of billions of VND have been mobilized from resources of all classes of people in the country and overseas Vietnamese through the Vietnam Fatherland Front system to support the construction of solidarity houses, support the poor, provide disaster relief, storm and flood relief, and implement social security. In the face of the unprecedented and complicated developments of the COVID-19 pandemic, the Front has coordinated to organize 3 calls and mobilize all classes of people at home and abroad to join hands and support resources for epidemic prevention and control, contributing to the whole country's control, overcoming the pandemic and recovering and developing the socio-economy.

On the occasion of the 70th anniversary of the historic Dien Bien Phu Victory, the Vietnam Fatherland Front has developed and implemented a project to mobilize social resources to support the construction of 5,000 houses for poor households in Dien Bien province and 500 houses for poor households in 5 Northwestern provinces. With a high sense of responsibility to the Party, the State and the people, the Front continues to organize and launch the emulation movement nationwide to join hands to "Eliminate temporary and dilapidated houses", and has so far mobilized more than 6,000 billion VND.

In particular, recently, the Central Relief Fund has mobilized over 2,000 billion VND to support the provinces and cities in the Northern region affected by storm No. 3. For the first time, the Standing Committee of the Central Committee of the Vietnam Fatherland Front has directed the recording, disclosure, transparency of support sources and timely allocation to localities, receiving the consensus and praise from people at home and abroad.

Along with that, the Vietnam Fatherland Front Committees at all levels and member organizations are always reliable addresses for listening and sharing; gathering opinions and recommendations from voters and people to report to the Party, State and competent authorities. Over 20,000 opinions and recommendations from voters and people have been reported at National Assembly sessions; nearly 86,000 social criticism conferences, more than 200,000 monitoring sessions have been organized at all levels...

In addition, the Vietnam Fatherland Front continues to strengthen international solidarity, expand people's foreign affairs activities, participate in and promote its role and responsibility in mechanisms and forums. The work of consolidating the organizational apparatus and improving the quality of cadres is enhanced through the development of member organizations, consolidating and promoting the role of advisory councils, experts, etc.; innovating the content and methods of operation, focusing on the grassroots and residential areas and organizing training and fostering activities for cadres of the Front at all levels.

In addition to the achieved results, the work of the Front still has certain shortcomings and limitations. It is not really proactive in consulting with Party committees and coordinating with the government; the work of supervision and social criticism is sometimes and in some places still confusing; the capacity and operational skills of a number of cadres are still limited...

With the goal of continuing to promote the tradition and strength of great national unity, for the 2024-2029 term, the Congress proposed 6 action programs, including: Strengthening propaganda, mobilization, gathering people of all walks of life, strengthening social consensus, promoting the strength of great national unity. Improving the quality and effectiveness of social supervision and criticism, implementing democracy, participating in Party and State building. Encouraging people of all walks of life to compete, be creative, and effectively carry out campaigns and emulation movements. Promoting the role of mastery and self-management of the people, building a united, prosperous, and happy residential area. Improving the effectiveness of people's foreign affairs and work with overseas Vietnamese. Continuing to innovate the organization, content, and methods of operation; improving the capacity of the Front's staff at all levels.
