With the spirit of "Solidarity - Democracy - Innovation - Development", the 17th Congress of the Fatherland Front of Hai Duong province, term 2024-2029, has the task of evaluating the implementation results of the Resolution of the 16th Congress, term 2019-2024, and setting out directions and action programs for the new term.

Speaking at the Congress, comrades: Secretary of Hai Duong Provincial Party Committee Tran Duc Thang, Vice President of the Central Committee of the Vietnam Fatherland Front Truong Thi Ngoc Anh acknowledged, praised and congratulated the results of the Vietnam Fatherland Front at all levels in Hai Duong province achieved in the past term, organizing to thoroughly grasp and successfully implement political tasks, continuing to consolidate, expand and promote the strength of the great national unity bloc, building the homeland of Hai Duong increasingly rich, beautiful and civilized.

Hai Duong is entering a new stage of development, with the requirement to promote industrialization and modernization, in a context of both favorable opportunities and many difficulties and challenges, requiring the joint efforts and consensus of the Party Committee, government and people in the province. In particular, the Fatherland Front is responsible for promoting the strength of the great national unity bloc, creating high consensus in the political system and the whole society, creating favorable conditions for the province to develop rapidly and sustainably.

Promoting the great lesson of respecting the people, being close to the people, and being close to the people

Provincial Party Secretary Tran Duc Thang requested the Vietnam Fatherland Front at all levels in the province to continue to strongly arouse the desire for development, create consensus and high unity in ideology and action among the people, participate in effectively implementing the policies of the Party, the State and the province, towards the common goal of maintaining political and social stability, achieving and exceeding development targets, building the province to be increasingly rich, civilized and modern, and for the people to have a prosperous and happy life.

Continue to promote and improve the quality and effectiveness of patriotic emulation campaigns and movements in many forms, closely following the key tasks of the locality at each time and throughout the term; focus on effectively implementing the emulation movement "eliminating temporary and dilapidated houses" for the poor, the program of building villages and residential areas "Self-management, solidarity, prosperity and happiness"; focus on discovering, praising and having timely forms of rewards to replicate advanced models, creating motivation and positive momentum in the whole society.

Play a good role in representing and protecting the legitimate and legal rights and interests of the people; proactively grasp the aspirations of all classes of people. Detect difficulties and obstacles in the process of implementing policies, projects, and plans for socio-economic development to promptly propose solutions, not waiting for people to make recommendations or express their frustrations before taking action. Promote the great lesson of respecting the people, being close to the people, keeping close to the people, and protecting the people... to be worthy of being a bridge between the people and the Party and authorities at all levels.

Strengthen coordination with the government and member organizations, creating the strength of the entire political system in performing common tasks. Regularly take care of building, consolidating and perfecting the organization of the Fatherland Front at all levels and strong mass organizations; enhance the role and position of the Fatherland Front and member organizations in the political system. Take care of building a team of cadres doing Front work from the provincial to the grassroots level who are truly enthusiastic, qualified, capable, and knowledgeable about practice to perform well their functions and tasks.

On behalf of the Provincial Party Executive Committee, Secretary of the Provincial Party Committee Tran Duc Thang requested the Committee, the Standing Committee and the leaders of the Provincial Fatherland Front Committee, term XVII, to immediately assign tasks after the Congress, closely follow the Congress Resolution, closely follow the actual conditions in the locality to develop a coordinated program of unified action and successfully implement the proposed Resolution, contributing to the successful implementation of the resolutions of the Party Congresses at all levels and the Resolution of the 17th Provincial Party Congress.

Vice President of the Central Committee of the Vietnam Fatherland Front Truong Thi Ngoc Anh requested that the Vietnam Fatherland Front at all levels in Hai Duong need to closely follow the Party's viewpoints and policies, especially the Resolutions of the Party Congresses at all levels, Resolution No. 43-NQ/TW of the 13th Party Central Committee on continuing to promote the tradition and strength of great national unity, in accordance with the situation of the province. Strongly arouse the spirit of patriotism, the will to be self-reliant, self-reliant, the belief and aspiration to build Hai Duong province to develop quickly and sustainably. Imbued with the viewpoints "People are the root", "people are the center", well implementing the requirement "Front cadres must be close to the people, listen to the people's opinions" and doing a good job of collecting people's opinions and recommendations to promptly reflect them to the Party Committee, coordinating with the government to thoroughly resolve the people's legitimate thoughts and aspirations.

Continuously improve the substance of social supervision and criticism. Continue to improve the quality and effectiveness of campaigns and patriotic emulation movements launched by the Vietnam Fatherland Front. Effectively implement two new contents: the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses" and the program to build residential areas "Self-management, solidarity, prosperity and happiness". Focus on innovating the content and methods of operation, innovating the way of thinking and doing. Proactively propose advice to the Party Committee, strengthen coordination with departments, branches and sectors of the province, enhance the role of presiding and negotiating to unify actions among member organizations.

On this occasion, the Vice President of the Central Committee of the Vietnam Fatherland Front hopes that the Party Committees and authorities of Hai Duong province will continue to pay attention to the work of the Front, take care of building the great national unity bloc, take care of the Front cadres; lead, direct, coordinate and create conditions for the Fatherland Front at all levels in the province to operate more practically and effectively.

At the congress, 9 groups and 11 individuals received certificates of merit from the Chairman of the Provincial People's Committee for their outstanding achievements in Frontline work during the past term.

The congress elected 8 official delegates and 2 alternate delegates to attend the 10th National Congress of the Vietnam Fatherland Front.

Delegates attending the congress unanimously approved the Draft Resolution of the Congress with key targets for the 2024-2029 term.

That is, every year, 100% of commune-level units and the Front's Working Committees successfully implement the campaign "All people unite to build new rural areas and civilized urban areas"; 100% of villages and residential areas organize "National Great Unity Day".

Strive for each village and residential area to establish and effectively maintain a self-management model.

Every year, Tet gifts are given to 100% of poor households; the whole province strives to mobilize support to build 200 new "great solidarity" houses; the mobilization to build the "For the Poor" Fund at all levels achieves the highest results.

Every year, the Fatherland Front at all levels and provincial socio-political organizations organize at least 2 monitoring topics. The provincial level organizes social feedback conferences on at least 3 draft documents; strives for 12/12 districts, towns and cities to organize feedback conferences; the commune level organizes appropriate feedback based on the actual situation of the locality.

Every year, the provincial and district levels organize training for 100% of full-time cadres of the Fatherland Front at all levels, Heads of the Fatherland Front Working Committees, and members of the People's Inspectorate.

The Provincial Fatherland Front Committee strives to excellently complete its tasks; 100% of the district-level Fatherland Front Committees complete their tasks well and excellently; over 90% of the commune-level Fatherland Front Committees and the Front Work Committees complete their tasks well and excellently, with no unit failing to complete their tasks; 95% of the People's Inspection Committees and the Community Investment Supervision Committees operate effectively. 100% of the Front officials complete their tasks well or better.

On the afternoon of August 1, the 17th Provincial Fatherland Front Committee held its first meeting to consult and elect positions in the Standing Committee of the 17th Provincial Fatherland Front Committee for the 2024-2029 term.
