Hai Duong handles few traffic violations via VNeID, why? Nearly a month has passed since Circular 28/2024 of the Ministry of Public Security took effect, the number of cases checked and handled for traffic violations via the VNeID application in Hai Duong is still modest. So what is the reason?

Many reasons

One day in mid-July, we followed the working group of the Nga Ba Hang Traffic Control Station under the Traffic Police Department, Hai Duong Provincial Police, to perform the task of controlling and handling violations of traffic safety and order at km 58+900 of National Highway 5 in Hai Duong City. At 2:15 p.m., the working group discovered Mr. Do Van Tung in Dong Cam Commune (Kim Thanh) driving a tractor 15C-133.19 pulling a semi-trailer 15R-066.59, violating the law by not installing a warning sign in front of the tractor. When the vehicle was stopped for inspection and the traffic police asked him to show his documents via the VNeID application on his phone, Mr. Tung was quite confused. He admitted that he was still using a "brick" phone, so he only showed his driver's license and paper vehicle registration.

According to Captain Tran Viet Hung, during the course of their duties, the task force recorded many cases of drivers not being able to present their documents via the VNeID application for various reasons such as not having integrated a level 2 electronic identification account, forgetting their password, or network congestion. Many drivers do not have the conditions to use high-configuration phones, only using black and white phones. There are also cases where drivers have installed it but forgot to reinstall it after changing phones... With such difficulties, the results of checking and handling traffic violations on VNeID are still modest.

“On patrol shifts, we make 5-7 traffic safety violation reports, but none of the cases are checked or handled on VNeID. On patrol shifts, we handle a few cases,” said Mr. Hung.

During their duties, the working group members both inspected and handled the situation, while also promoting and instructing people to install the VNeID application, and were ready to support and guide people to log in.

According to Lieutenant Colonel Tang Xuan Quang, Captain of the Traffic Police - Order Team, Cam Giang District Police, implementing Circular 28/2024/TT-BCA on checking relevant documents of traffic participants and handling temporary detention of driving licenses in the electronic environment, from July 1-26, the unit inspected and handled 11 cases of traffic violations on VNeID.

In the early days of implementation, the inspection and handling of violations through this form still encountered many difficulties. There were days when the unit did not inspect or handle any violations through VNeID. Many violators had not integrated their document information on the application, forgot their account login password, etc. For violators who had not integrated their document information on the VNeID application, the traffic police would draw up a record and temporarily detain the paper documents as usual. In fact, many drivers still do not care about presenting documents on VNeID and still have the habit of using paper documents. There is a case where a wife rides her husband’s motorbike, even though the information has been installed and integrated on VNeID, the driver is not the owner of the vehicle, so the traffic police still have to check the paper documents…

From July 1 to 26, the traffic police force in Hai Duong province inspected and handled more than 2,200 cases of road traffic safety violations, of which only 185 cases were controlled on VNeID (accounting for 8.4% of the total number of violations). The police force temporarily detained the driving licenses on VNeID in 113 cases and revoked the driving licenses of 13 cases. Thus, the number of cases controlled and temporarily detained on VNeID is still modest. This is also a common situation recorded in many other provinces and cities across the country.

Mr. Do Van Thanh in Giao Thuy District (Nam Dinh) is a tractor driver who regularly delivers goods from Hai Phong to Hanoi. On July 16, because he was carrying more people in the cab, Thanh was fined by the traffic police of Nga Ba Hang Traffic Control Station and his driving license was temporarily confiscated in the electronic environment. Mr. Thanh said that he had installed VNeID level 2 a long time ago but did not use it. When the traffic police checked, explained and guided him, Mr. Thanh found checking and handling in the electronic environment very useful. “I find the integration very convenient, especially when I go out and forget to bring my driving license. Paying fines online helps us drivers save a lot of time and travel costs. Because there are cases where drivers have to take a plane from the North to the South just to pay the fine and get back their suspended driving license,” Mr. Thanh said.

A representative of the Traffic Police - Order Team, Ninh Giang District Police said that the unit is actively propagating and guiding people on the implementation steps, the significance of integrating documents into VNeID and checking and handling traffic violations on VNeID. Accordingly, when carrying out handling procedures, violators only need to use their smartphones to look up information and pay fines on the National Public Service Portal, without having to travel as before. After that, the application will remove the notification of temporary detention of documents, which is very convenient for people. Checking and handling documents in the electronic environment also helps detect and prevent violators from using fake driver's licenses and vehicle registration papers.
