Hai Duong approves monthly support policy for grassroots medical staff

Hai Duong Provincial People's Council has just passed a resolution on monthly support policy for grassroots medical staff.

At the 26th Session, the delegates of the 17th Hai Duong Provincial People's Council voted and unanimously approved the resolution on the number and level of monthly support for medical staff in villages and residential areas in communes, wards and towns in the province.

The subjects of application are medical staff working in primary health care in villages and residential areas as prescribed in Point a, Clause 2, Article 1 of Circular No. 27/2023/TT-BYT dated December 29, 2023 of the Ministry of Health regulating standards, functions, tasks, scope of medical examination and treatment activities and professional training content for medical staff in villages and hamlets; midwives in villages and hamlets.

Each village and residential area is assigned one medical staff. Medical staff working in villages with less than 350 households and residential areas with less than 500 households are entitled to a support level equal to 0.3 times the basic salary/person/month. Medical staff working in villages with 350 households or more and residential areas with 500 households or more are entitled to a support level equal to 0.4 times the basic salary/person/month.

Monthly support funds for village and residential area health workers are allocated from the state budget in the annual estimate according to the current budget decentralization. The total estimated support fund for village and residential area health workers is more than 13.1 billion VND/year.

Previously, in the period from 2021 to present, only 909 village health workers received a monthly allowance equal to 0.3 times the basic salary/person/month according to Decision No. 3647/QD-UBND dated December 8, 2021 regulating the number and level of allowances for village health workers in communes in the province, while 432 residential health workers did not receive it. Therefore, from 2021 to present, residential areas have no active health workers.
