Hai Duong focuses on overcoming the consequences of storm No. 3 and proactively responding to tropical depression

On the morning of September 17, the Steering Committee for Natural Disaster Prevention and Search and Rescue of Hai Duong province issued a document requesting the Steering Committees of districts, cities, towns and agencies and units to focus on overcoming the consequences of storm No. 3, post-storm floods and proactively respond to tropical depressions that are likely to strengthen into storms.

According to information from the National Center for Hydro-Meteorological Forecasting and the Hai Duong Province Hydro-Meteorological Station, a tropical depression is currently forming in the sea east of Lu Dong Island (Philippines). It is forecasted that on the morning of September 18, the tropical depression will enter the East Sea and strengthen into storm No. 4. The storm has a much more complex trajectory and development than super typhoon Yagi (storm No. 3) and is likely to move towards the Northern region, including Hai Duong province.

To proactively respond to the tropical depression that is likely to strengthen into a storm and continue to affect the province and focus on overcoming the consequences of storm No. 3 and post-storm floods, the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue requests the Steering Committees of districts, cities, towns, relevant sectors and units to focus on implementing the following contents and closely monitor warning bulletins. Forecast of tropical depressions that are likely to strengthen into storms, weather bulletins to promptly inform authorities and people at all levels to proactively prevent and respond. Organize a review of plans and solutions to respond to storms and floods that have been implemented in the recent past to proactively update and supplement them to suit the actual situation in localities and units to proactively deploy responses when situations arise according to the motto "four on-site". Check and evaluate the dike and irrigation incidents that have been handled during the recent storm and flood; if they are not safe, immediately carry out repairs and reinforcements to ensure safety against storms and floods; continue to closely monitor and promptly handle any unsafe developments.

Hai Duong and Bac Hung Hai Irrigation Works Exploitation One Member Co., Ltd. continue to coordinate with the Command Boards of districts, cities and towns to organize pumping and drainage for flooded areas, proactively lowering the buffer water level in the canal to be ready to respond to heavy rain situations. Localities and units affected by storms and floods continue to organize work to overcome the consequences, at the same time, compile statistics, report and estimate the cost of damage caused by storm No. 3 according to the provisions of Joint Circular No. 43/2015/TTLT-BNNPTNT-BKHĐT dated November 23, 2015 of the Ministry of Agriculture and Rural Development, the Ministry of Planning and Investment on guidance on statistics and assessment of damage caused by natural disasters and Decision 268/QD-UBND dated January 20, 2022 of the Chairman of the People's Committee of Hai Duong province regulating the work of on-duty and reporting regime in natural disaster prevention and control in Hai Duong province.

Hai Duong Provincial Hydrometeorological Station closely monitors the development of tropical depressions, weather and natural disasters, promptly reports to provincial leaders, leaders of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue, leaders of People's Committees of districts, cities and towns to be proactive in commanding, directing, responding to and overcoming consequences caused by natural disasters. Organize regular, on-duty teams and report according to regulations.

From 10:00 a.m. on September 17, the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue has withdrawn the alert number II on some downstream rivers in the province. At the same time, it is required that the Steering Committees of Tu Ky, Thanh Ha districts and Kinh Mon town and agencies and units organize patrols and guarding of dikes on dikes (level IV dike on the right of Thai Binh, Tu Ky district; dike in Ha Dong area, Thanh Ha district; left of Kinh Mon, Kinh Mon town) according to alert level I. Closely monitor the progress of dike works, especially embankments, culverts, dikes close to rivers, dike toes are lagoons, ponds, low-lying fields to promptly detect and handle any damage to dike and irrigation works from the first hour. Check and evaluate the dike incidents that have been handled, if they are not safe, then fix them to ensure flood safety, continue to closely monitor and promptly handle any unsafe developments.

Hai Duong and Bac Hung Hai Irrigation Works Exploitation One Member Co., Ltd. coordinate with the Department of Agriculture and Rural Development, the Steering Committee for Natural Disaster Prevention and Search and Rescue of related districts to strictly implement the pumping and drainage according to the direction of the Provincial People's Committee and the Ministry of Agriculture and Rural Development. Strictly implement the regular, on-duty and reporting regime according to regulations.
