Chairman of Hai Duong Provincial People's Committee Le Ngoc Chau has just requested the Departments of Health, Education and Training, Finance, Agriculture and Rural Development, Information and Communications and the People's Committees of districts, cities and towns to strengthen the prevention of infectious diseases during the Lunar New Year and the 2025 festival season.
During the Lunar New Year and the first festival season of the year, the demand for trade, tourism and consumption of food from livestock and poultry increases. Along with the winter-spring weather, the humid climate creates favorable conditions for infectious disease agents to spread, especially diseases transmitted through the respiratory and digestive tracts, transmitted from animals to humans.
The Chairman of the Provincial People's Committee requested agencies and units to thoroughly grasp and seriously implement the direction of the Secretariat, the Prime Minister, the Minister of Health and relevant ministries and branches on health work, prevention of infectious diseases, ensuring the organization and celebration of the Lunar New Year 2025 in a joyful, healthy, safe and economical manner.
The People's Committees of districts, cities and towns shall enhance their roles and responsibilities and direct the implementation of infectious disease prevention activities in their localities. Proactively develop plans, schemes, allocate funds and mobilize departments, branches, organizations and socio-political organizations to coordinate with the health sector to effectively implement infectious disease prevention and vaccination, especially during Tet and the first festival season of the year.
The Department of Health urgently consults on the development and submission to the Provincial People's Committee for promulgation of plans for infectious disease prevention and expanded vaccination in 2025 and budget estimates for proactive implementation. Closely monitor and supervise the development of infectious diseases in the area, especially the increase in cases of respiratory diseases, severe pneumonia caused by viruses, etc.
Strengthen inspection and supervision work and proactively and effectively implement regular surveillance activities, event-based surveillance, early detection of disease cases, suspected cases in the community, at medical facilities to promptly handle, control the spread and limit severe cases and deaths.
Organize the implementation of expanded vaccination on schedule. Ensure the regular work of emergency, admission, and treatment of patients, minimizing the number of severe cases and deaths. Strictly implement the procedures of screening, triage, isolation, ensuring infection prevention, preventing cross-infection and preventing outbreaks in medical facilities. Prepare a plan in case of an increase in hospitalizations due to infectious diseases.
The Department of Health coordinates with departments, branches and localities to ensure logistics, funding, medicines, vaccines, biological products, supplies, chemicals, equipment and human resources according to the 4 on-site motto. Prepare response plans for possible situations and be ready to deploy rapid response teams to serve the work of preventing and controlling infectious diseases.
Organize inspection and supervision of the implementation of infectious disease prevention and vaccination during Tet and festival season. Develop plans, assign tasks, organize forces and means to be on duty 24/7 to promptly handle arising situations and seriously report according to regulations.
The Department of Education and Training directs the implementation of good environmental sanitation and personal hygiene, ensuring the provision of clean water and food safety, and raising awareness among students, staff, and teachers about the prevention of infectious diseases at educational institutions and schools.
The Department of Agriculture and Rural Development directs the strengthening of disease management and prevention in livestock, poultry, pets and the prevention of diseases transmitted from animals and food to humans. Monitor and detect early outbreaks in animals for thorough handling.
The Department of Industry and Trade strengthens inspection and prevention of transportation and trading of diseased, smuggled, and unknown origin poultry and poultry products.
The Department of Information and Communications and press agencies should strengthen propaganda on infectious disease prevention and vaccination, especially respiratory and digestive diseases and diseases transmitted from animals to humans. Provide recommendations and instructions for people to proactively implement personal disease prevention measures, change behaviors to improve health in appropriate forms, especially for high-risk groups such as children, the elderly, people with underlying diseases and weak resistance, etc.
The Department of Finance, based on proposals from agencies and units, shall promptly arrange funds for infectious disease prevention and control activities, expand immunization, and prepare reserve funds in case of need.
