Hai Duong strives to build more than 1.6 million square meters of social housing by 2030.

The Standing Committee of Hai Duong Provincial Party Committee has just issued Plan No. 195-KH/TU dated January 29, 2024 to implement Resolution No. 42-NQ/TW dated November 24, 2023 of the 13th Party Central Committee on continuing to innovate and improve the quality of social policies to meet the requirements of national construction and defense in the new period.

The main targets by 2030 are: Ensuring that 100% of people with meritorious services and their families with meritorious services to the revolution receive comprehensive care in both material and spiritual aspects, and have a standard of living that is average or higher than that of the local community. The unemployment rate is below 3%. The rate of trained workers with degrees and certificates is 43%. Strive for 61% of the working-age workforce to participate in social insurance and 47% of the working-age workforce to participate in unemployment insurance; 60% of people over retirement age receive monthly pensions, social insurance and social retirement benefits...

Hai Duong will maintain and improve the quality of universal preschool education for 5-year-old children; complete universal preschool education for 3- and 4-year-old children; the rate of attendance at the right age for primary school will reach 99.5%, for secondary school will reach 98%, for high school and equivalent will reach 85%; maintain and improve the quality of level 2 illiteracy eradication standards. Ensure the national replacement fertility rate; the average life expectancy of the people will be about 76.5 years old, the number of healthy years will reach at least 68 years. By 2030, there will be 40.5 hospital beds, 19 doctors, 4 pharmacists and 36 nurses, midwives, and medical technicians per 10,000 people; the health insurance coverage rate will reach 99% by 2030...

By 2030, Hai Duong strives to build more than 1.6 million m² of social housing, including 295,163 m² of housing for low-income people in urban areas (Hai Duong City and Chi Linh City), 766,143 m² of housing for workers; strives to increase the rate of solid housing to 99%, semi-solid housing to 1%, and eliminate non-solid housing...

Hai Duong's vision for 2045 is to ensure social security and welfare for the people, contributing to the goal of national development and building a comprehensive Vietnamese person. The Human Development Index (HDI) reaches 0.8 or higher.

To achieve the above goals, the Standing Committee of the Hai Duong Provincial Party Committee has set out 5 groups of key tasks and solutions. That is, Party committees and organizations at all levels shall lead and direct the issuance of plans to implement Resolution No. 42-NQ/TW in conjunction with the Resolution of the 13th National Party Congress, the Resolution of the 17th Provincial Party Congress and the Resolution of the Party Congresses at all levels for the 2020-2025 term and relevant resolutions and policies of the Party in accordance with the functions, tasks and practical conditions of the locality and unit. Develop content and methods of propaganda and mobilization suitable for each target group, ensuring practicality and effectiveness; focus on raising awareness among cadres, party members and people about the particularly important role of social policies in the new period. Urgently institutionalize, concretize and perfect policies and legal regulations on social policies; implement strategies, programs and projects on social policies. Strengthen inspection and supervision of the implementation of the Resolution; promptly detect, propagate and replicate new models, good practices and high efficiency; rectify places where the Resolution has not been implemented well.
