Hai Duong does not waste surplus headquarters after rearranging commune-level administrative units

Hai Duong has had many solutions to resolve and effectively use redundant headquarters when merging commune-level administrative units.

In the period of 2019 - 2021, Hai Duong has 55 administrative units to be reorganized. After establishing 25 new administrative units, Hai Duong province has a surplus of 30 working offices.

Hong Du Commune (Ninh Giang) is currently merged from Hong Thai and Hong Du communes. The headquarters of Hong Du Commune is located in Hong Thai Commune (old). The headquarters of the old Hong Du Commune and Hong Du Secondary School are close to each other, so at the end of 2022, Ninh Giang District transferred it to Hong Du Secondary School for the locality to invest in, renovate and expand the school. Mr. Nguyen Van Khoa, a land official of Hong Du Commune, said that implementing Decision No. 3604/QD-UBND dated December 29, 2022 of the Provincial People's Committee on approving the overall plan to rearrange and handle houses and land of agencies, units, organizations and enterprises under the management of the province (hereinafter referred to as the overall plan), the headquarters of Hong Du Commune has been transferred to continue to be used for public purposes. The locality is very excited because Hong Du Secondary School was previously cramped, while the surplus headquarters was also resolved, causing no waste.

An Phuong Commune (Thanh Ha) was merged from Phuong Hoang Commune and An Luong Commune. After the merger, An Phuong Commune used the old Phuong Hoang Commune headquarters. The old An Luong Commune headquarters was newly built in 2018 but has been abandoned for a long time. Also since 2023, after the Provincial People's Committee had a master plan to arrange the headquarters, houses and land, Thanh Ha District and An Phuong Commune invested in renovating the old An Luong Commune People's Committee headquarters to serve as the working place of the commune police. Having a new headquarters renovated and repaired to suit the requirements and tasks has helped the commune police force to be more convenient in their work and activities.

Yet Kieu Commune (Gia Loc) was established on the basis of merging Gia Hoa, Yet Kieu and Trung Khanh communes. The current working headquarters of Yet Kieu Commune is the old headquarters of Yet Kieu Commune. The old Gia Hoa Commune headquarters was transferred to Gia Hoa Kindergarten. The old Gia Hoa Commune Hall was also transferred to Gia Hoa Secondary School since 2023. The old Trung Khanh Commune headquarters has been abandoned for many years. Mr. Pham Van Du, Chairman of Yet Kieu Commune People's Committee, said that after the merger, the locality did not need to continue using the headquarters of the old Trung Khanh Commune, so the headquarters was abandoned, causing waste. Meanwhile, the locality still had to hire security guards to look after it, and hire people to clean the grass and clean it every month. At the end of 2022, the Provincial People's Committee decided to auction the land use rights and assets on the land for the old Trung Khanh Commune headquarters. "We are very happy that the problem of the surplus headquarters has finally been solved. However, the progress of the auction is still slow. Although the commune has completed the documents, extracted the map; and made a plan to estimate the value of assets on the land and submitted it to the authorities, there is still no approval result," said Mr. Du. According to Mr. Du, with more than 4,000 m2 of land of the old Trung Khanh commune headquarters, it is expected that after completing the infrastructure, Yet Kieu commune will auction about 30 plots of land.

After merging with Gia Loc town, the old Phuong Hung commune headquarters was also abandoned. As soon as the provincial People's Committee had a master plan, in 2023, Gia Loc district transferred part of the land area of ​​Phuong Hung commune headquarters (commune hall) to be the working headquarters of the town police. Gia Loc district also invested nearly 3 billion VND to renovate and repair to meet the functions and requirements of the task. More than 2,000 m2 of land and the remaining area of ​​the old headquarters were sold as assets on the land and auctioned off the land use rights. Currently, Gia Loc town is waiting for the authorities to approve the adjustment of the town's general planning, then will implement steps to auction and transfer the land use rights.

According to the Provincial Department of Finance, after the administrative unit arrangement in the period of 2019 - 2021, the whole province has a surplus of 30 public headquarters. Implementing the arrangement and handling plan according to Decision 3604/QD-UBND dated December 29, 2022 of the Provincial People's Committee, 12 headquarters will continue to be used and 1 headquarters will be partially retained to arrange working places for the police, military, unions, and sports complexes; 11 facilities will be transferred to schools, to build cultural houses, and historical and cultural relic sites; 4 headquarters will be auctioned, of which 1 headquarters will be partially auctioned; 2 headquarters will be temporarily retained.

Mr. Nguyen Dong Kim, Deputy Director of the Department of Finance, said that up to now, the remaining commune headquarters after the merger have been continued to be used and the purpose of use has been changed, and the localities have basically completed the plans; made estimates, invested funds for renovation, repair, and upgrading to meet the needs of use. For the remaining headquarters that are auctioning assets on land and transferring land use rights, the Department of Finance is continuing to guide and urge the localities to urgently complete the general planning, map extracts, starting price plans, etc. for the department to appraise and submit to the Provincial People's Committee for approval.

In the 2023-2025 period, Hai Duong will have 56 commune-level administrative units subject to reorganization and merger. After the reorganization, the whole province will have a surplus of 28 headquarters. According to the Department of Finance, it is expected that 10 headquarters will be retained for continued use; 11 headquarters will be fully transferred; 5 headquarters will be partially transferred; 1 headquarters will be fully transferred and 1 headquarters will be partially transferred.

The main headquarters to be relocated are police offices, military commands, schools, medical stations, cultural houses, and workplaces of organizations.
