It is expected that after implementing the arrangement of commune-level administrative units, Hai Duong province will have a surplus of 28 headquarters, of which 14 headquarters will be transferred to become police and military headquarters.
With 56 administrative units subject to arrangement and merger in the 2023-2025 period, Hai Duong province will continue to use 28 headquarters as workplaces for new commune-level administrative units, with 28 surplus headquarters.
After the new administrative unit comes into operation, the province plans to arrange 14 surplus headquarters as working headquarters for the police and the Military Command; 10 headquarters as schools; the remaining 4 headquarters will be arranged as medical stations, cultural houses, and workplaces for organizations.
In addition to the headquarters, other assets of the units implementing the arrangement such as machinery, specialized equipment, etc. will also be retained for continued use in the new administrative unit. Some assets of good quality that are not needed will be transferred to other new administrative units that are in need. Some assets of poor quality that cannot be used will be sold for liquidation according to regulations.
The handling of surplus assets after the arrangement shall be completed within the second year after the Resolution of the National Assembly Standing Committee takes effect.
