Nam Sach District People's Committee proposed that Hai Duong province pay attention to supporting funding for building infrastructure and offices for new commune-level administrative units after the merger.
On the afternoon of April 10, the Legal Committee of the Hai Duong Provincial People's Council surveyed Nam Sach district on the implementation of the arrangement of commune-level administrative units in the period of 2023 - 2025.
It is expected that Nam Sach district will continue to use the headquarters of An Lam, Thanh Quang, Nam Trung communes and Nam Sach town as the headquarters of the new commune after the merger.
The remaining 4 commune headquarters were transferred for other purposes. Specifically, the Quoc Tuan commune headquarters was transferred to become Quoc Tuan Secondary School. The Nam Chinh commune headquarters was transferred to expand Nam Chinh Primary and Secondary School. The Nam Hong commune headquarters was used as a medical station. The Phu Dien commune headquarters was transferred to serve the investment in building the commune-level Military Command headquarters.
According to the assessment of the People's Committee of Nam Sach district, the arrangement of schools and medical stations in new communes has many advantages but will affect the education, health care and medical examination and treatment activities of the people.
In particular, the total basic construction debt of communes and towns that will be restructured by the end of 2023 is nearly VND36.5 billion. This debt arose from investment projects from 2022 onwards but is difficult to pay due to the sluggish real estate market.
The People's Committee of Nam Sach district proposed that the province pay attention to supporting funding for the newly established commune-level administrative unit to focus on investing in building infrastructure and working offices to meet the operational needs of the new commune; building roads to serve people traveling to the new commune center.
