Hai Duong Provincial People's Committee has approved the list and policies on streamlining payroll according to Decree No. 29/2023/ND-CP of the Government.
Considering the proposal of the Directors of the Departments of Home Affairs and Finance, the People's Committee of Hai Duong province agreed to approve the policy for streamlining staff.
66 officials and civil servants who retired early or quit their jobs immediately due to the rearrangement of commune-level administrative units were supported with a total budget of nearly 12.8 billion VND according to Decree 29/2023/ND-CP dated June 3, 2023 of the Government regulating staff streamlining.
The localities with many officials and civil servants retiring before the retirement age and quitting their jobs immediately are Gia Loc (13 people), Tu Ky (12 people), Ninh Giang (11 people). These are districts with many commune-level administrative units implementing the 2023-2025 period.
Binh Giang district and Kinh Mon town have 3 people. These are 2 localities with only 2 commune-level administrative units merging into 1 new unit.
The person who received the most support under Decree 29 was more than 404 million VND.
The Provincial People's Committee assigned Hai Duong agencies, units and organizations to be responsible for implementing the regulations correctly. The Department of Home Affairs notified agencies, units and organizations with subjects implementing staff streamlining to implement the regimes and policies for the subjects in a timely manner.
The Department of Finance shall preside over the synthesis of funds and allocate funds to pay subsidies to beneficiaries of the staff streamlining policy in accordance with regulations.
The Department of Home Affairs is coordinating to review and propose solutions to policies and regimes for retired cadres according to Decree No. 26/2015/ND-CP dated March 9, 2015 of the Government stipulating policies and regimes for cadres who do not meet the age requirements for re-election or re-appointment to positions and titles according to their terms in agencies of the Party, State, and socio-political organizations.
