Hai Duong will consolidate, merge and reorganize many public service units under departments, branches and organizations according to the plan to reorganize the apparatus of specialized agencies under the Provincial People's Committee, People's Committees of districts, towns, cities and associations assigned new tasks by the Party and State, issued by the Provincial People's Committee on December 26.
According to the plan, for public service units and 100% state-owned enterprises under the management of the Provincial People's Committee, units that maintain operations must streamline their internal apparatus to be lean, strong, efficient, effective, and efficient, ensuring comprehensiveness, synchronization, and connectivity in accordance with practical requirements.
Merge the Center for Enterprise Development Support, Investment Consulting and Promotion (under the Department of Planning and Investment) with the Trade Promotion Center (under the Department of Industry and Trade) and the Tourism Information and Promotion Center (under the Department of Culture, Sports and Tourism) to establish a new public service unit under the Provincial People's Committee Office.

To ensure the progress of implementing the arrangement and consolidation of the organizational apparatus according to the direction of the Central Government, the Provincial Party Committee and the province, the People's Committee of Hai Duong province requests:
- Before December 31, 2024: Agencies and organizations must develop and complete the organizational restructuring project with a submission and draft Decision on restructuring the organizational structure and apparatus and send it to the Department of Home Affairs for review.
- From January 1 to 16, 2025: The Department of Home Affairs coordinates with the Department of Justice and relevant departments and branches to appraise documents, complete dossiers and projects to reorganize the apparatus of departments and branches of the province according to regulations.
- From January 17 to 24, 2025: The Department of Home Affairs reports the appraisal results, develops the province's arrangement project and reports to the Provincial People's Committee, the Party Committee of the Provincial People's Committee, the Standing Committee of the Provincial Party Committee, the Executive Committee of the Provincial Party Committee, and the Provincial People's Council according to regulations.
- In February 2025: The Provincial People's Committee submits to the Provincial People's Council for approval a resolution on specialized agencies under the Provincial People's Committee according to regulations so that the Provincial People's Committee can issue a decision to rearrange and reorganize the structure of agencies and organizations according to its management authority.
