Hai Duong locally adjusts land lots in detailed planning for construction of concentrated administrative area

Mixed-use land area (HH-01) belongs to the detailed planning for the construction of the concentrated administrative area of ​​Hai Duong province.

The Provincial People's Committee directs that when adjusting the planning, it is necessary to clearly define the boundaries, area, land use function and land use coefficient of each land plot in the mixed plot HH-01 (next to the headquarters of the Provincial Military Command, with 3 frontages adjacent to Thanh Nien, Ham Nghi and Ton Duc Thang streets). The adjustment does not change the nature and objectives of the planning and the general development orientation of the urban area. The Provincial People's Committee assigns the Hai Duong City People's Committee to urgently organize the preparation, appraisal and approval of local adjustments to this planning project. The Department of Construction is responsible for coordinating and guiding the Hai Duong City People's Committee in the process of organizing and implementing.

According to Decision No. 1582/QD-UBND dated May 28, 2021 of the People's Committee of Hai Duong province on approving the local adjustment of the guest house and service area into a hotel and mixed-use apartment building area under the detailed planning for the construction of the concentrated administrative area of ​​Hai Duong province, scale 1/500, land lot HH-01 has mixed-use functions. The land lot has an area of ​​15,972 m2, maximum construction density of 43%, maximum height of 26 floors, 1 attic and 2 basements. The maximum land use coefficient is 7 times. The People's Committee of Hai Duong city has proposed dividing the area of ​​mixed-use land lot HH-01 into 2 lots with different land use functions, including a mixed-use apartment lot with an area of ​​10,700 m2 and a commercial service land lot (hotel) with an area of ​​5,272 m2.

According to the opinion of the Department of Construction, the proposed contents of the Hai Duong City People's Committee to clearly define the land use function of each plot of land in lot HH-01, create convenience in project implementation, calculate land use fee collection, increase the efficiency of land use fee collection for the budget. On the other hand, the adjusted content still maintains the nature and objectives of the planning. The construction density of each plot of land does not exceed the approved construction density, does not change the main solutions of the detailed planning area, does not increase the construction scale and overload the technical infrastructure system, social infrastructure of the adjusted area.
