According to the Hanoi City Traffic Construction Investment Project Management Board, the Project Management Board and related localities have closely coordinated in site clearance and land acquisition.
As of the end of September 2023, the Project Management Board has received 643.43/706.71 hectares of land, reaching 91.04%.
The Project Management Board requested that districts urgently hand over all completed compensation sites in the field to serve as a basis for handover to contractors to build plans and organize construction. Currently, resettlement areas are also being urgently deployed for construction, 7/13 resettlement areas have started construction.
Component project 2.1 - Construction of parallel roads (urban roads) under the Investment Project to build Ring Road 4 - Hanoi Capital Region with a total length of about 58.2 km through Hanoi, passing through 7 districts: Ha Dong, Soc Son, Me Linh, Dan Phuong, Hoai Duc, Thanh Oai and Thuong Tin. There are 14 construction sites on the entire route, including 11 road construction sites and 3 bridge construction sites. Currently, the project has constructed bored piles and cast beams for the bridges: Ca Lo, Nhue River, To Lich River; and is completing licensing procedures to implement the construction of 14 bridges over rivers, canals and the Hanoi - Lao Cai railway overpass. The construction unit strives to complete the project by the end of 2025 and put it into operation in 2026.
In addition, the Hanoi City Traffic Construction Investment Project Management Board is also urgently completing the project dossier for component 3 - Investment in the construction of the expressway system under the form of public-private partnership (PPP) to send to the Ministry of Planning and Investment to submit to the State Appraisal Council for an appraisal notice, as a basis for the Hanoi City People's Committee to approve in the fourth quarter of 2023.
Currently, the competent authorities in the investment project to build Ring Road 4 - Hanoi Capital Region have actively developed plans and calculations to ensure the supply of materials. According to calculations, for component project 2.1 and component project 3 (implemented by Hanoi city), the total demand for embankment materials is about 7.4 million cubic meters; of which, embankment soil is about 1.87 million cubic meters; embankment sand is about 5.53 million cubic meters.
