The groundbreaking ceremony of the Ring Road 4 - Capital Region Investment Project was held simultaneously at 4 locations in Hanoi. The first groundbreaking location is the main bridge at the intersection between Ring Road 4 and Thang Long Boulevard (route Km28+900 of Ring Road 4, corresponding to Km12+600 of Thang Long Boulevard), Song Phuong Commune (Hoai Duc District).

Construction site No. 2 is at the intersection between Ring Road 4 and National Highway 2, route Km1+445 in Thanh Xuan commune (Soc Son district). Construction site No. 3 is at the southern axis intersection at Km45+700, in Tam Hung commune (Thanh Oai district). Construction site No. 4 is at the intersection between Ring Road 4 and the old National Highway 1A (at Km52+600 of Ring Road 4, corresponding to Km190+270 of National Highway 1A), Van Binh commune (Thuong Tin district).

The groundbreaking of Ring Road 4 is just an initial victory, the work ahead is huge.

At the groundbreaking ceremony, Prime Minister Pham Minh Chinh emphasized that the investment in the construction of Ring Road 4 - Capital Region creates a new development space for the entire Capital Region, especially meaningful for Hanoi and the provinces of Hung Yen and Bac Ninh - where the road passes through. Hanoi has dared to decentralize and assign the task of site clearance to districts, bringing very successful results. In particular, the relocation of tombs is extremely difficult, but Hanoi has organized very methodically, done very well, resolutely and determinedly.

In particular, the Prime Minister highly appreciated the inspection and supervision of local leaders, the Secretary of the Hanoi Party Committee, and the Provincial Party Committees of other provinces in the project implementation as well as site clearance. However, the Prime Minister also reminded Hanoi that today's groundbreaking result is only an initial victory, the next work is still very large.

Prime Minister Pham Minh Chinh requested Hanoi to closely follow the progress, review the work, arrange time and resources, and strengthen leadership to accelerate the project's progress and ensure the set requirements. At the same time, it is necessary to pay attention to completing the site clearance work, resettling and stabilizing the accommodation for the people, preparing construction materials and waste disposal sites for the project; and enhancing construction capacity.

Three experiences of Hanoi City in preparing and implementing the Ring Road 4 Project

At the groundbreaking ceremony, Mr. Tran Sy Thanh, Chairman of Hanoi People's Committee, said that immediately after the project was approved for investment, Hanoi City and Hung Yen and Bac Ninh provinces focused on implementing the task with many creative and flexible solutions, suitable to the practical situation in the localities.

According to Mr. Tran Sy Thanh, after 1 year and 9 days, the Ring Road 4 - Capital Region Project in Hanoi has ensured all conditions for construction to start, meeting the set schedule (before June 30, 2023). In particular, the site clearance work for the entire route has been completed by over 80%, of which Hanoi city has achieved over 84% (higher than the planned level of 70%).

With the determination and drastic and synchronous participation of the entire political system at all levels, the consensus and support of the local people, the head of the Hanoi People's Committee shared 3 experiences when implementing the project. One is to promote the role of the leader, mobilize the combined strength of the entire political system, create consensus and support of the people; with the spirit of taking the results of project implementation as a "measure" of the leadership and direction capacity of Party committees and authorities at all levels; at the same time, recognize and clearly identify this as the responsibility and prestige of the city.

Mobilizing the participation in a practical, in-depth, daring to think, daring to do, daring to take responsibility of the Party Committee, the government, the Fatherland Front, and socio-political organizations from the city to the grassroots. Thereby creating an effect, spreading the aspiration to build a civilized, modern, and cultural capital to every cadre, party member, and citizen.

Second is to strengthen decentralization and authorization to the grassroots, especially at the district, commune, and ward levels, with the spirit of reducing the number of focal points. The level that is closest to reality and better serves the people's needs will be assigned to that level to implement.

The city has authorized districts to carry out site clearance, compensation, and resettlement support; at the same time, regularly inspect, urge, and remove obstacles in the process of project implementation. Districts have organized to sign emulation agreements to speed up progress every day, minimizing the time to process administrative procedures of the project.

Third, site clearance is separated into an independent project. From practical experience in implementing projects in the area, Hanoi City identifies site clearance as the "key of the key" stage.

Right from the stage of preparing the project construction documents, the city proposed to separate the site clearance work into an independent project; from there, the work of compensation, support and resettlement no longer depends on the specialized technical factors of the project, and at the same time, site clearance is carried out immediately after the red line boundary is approved.

Committed to ensuring quality, aesthetics, safety and exceeding schedule

The investment project to build Ring Road 4 - Hanoi Capital Region was approved by the National Assembly in the investment policy in Resolution No. 56/2022/QH15 dated June 16, 2022. The Government issued Resolution No. 106/NQ-CP dated August 18, 2022 on the implementation of Resolution No. 56/2022/QH15 dated June 16, 2022, in which the Hanoi People's Committee, the Hung Yen Provincial People's Committee, and the Bac Ninh Provincial People's Committee exercise the authority of the investment decision maker, approving the assigned component projects as the competent authority.

Also at the project groundbreaking ceremony, Reporting on the construction implementation plan and commitment to the progress and quality of the Ring Road 4 Project, representatives of the contractors, Chairman of the Board of Directors of Vietnam Construction and Import-Export Joint Stock Corporation (Vinaconex) Dao Ngoc Thanh said that the unit was selected to implement the package with the longest length of the project, about 23 km long (from Km13+17.92 to Km36+166.74).

This is package No. 09/TP2 - XL of Component Project 2.1: Construction of parallel roads (urban roads) in Hanoi city. The winning bid value is 1,816 billion VND; implementation time is 1,080 days.

The investment in the construction of Ring Road 4 - Hanoi Capital Region, the key economic inter-regional belt of Hanoi Capital Region, connecting Hanoi Capital with Hung Yen Province, Bac Ninh Province and other localities in the region, promoting investment efficiency for projects that have been and are being invested, creating new development space and solving existing problems of Hanoi Capital, exploiting land use potential, building a sustainable and modern urban system. At the same time, contributing to the successful implementation of the country's socio-economic development goals and tasks according to the Resolution of the 13th National Congress of the Party.

According to the approved investment policy, the Ring Road 4 - Hanoi Capital Region Construction Investment Project is implemented into 7 component projects, operated independently, with a total area of ​​land acquisition and clearance of about 1,386.313 hectares, a total investment of VND 85,813 billion, including: 3 component projects to implement compensation and resettlement support in each province and city using public investment capital; 3 component projects to invest in the construction of parallel roads in each province and city using public investment capital and component project 3 to invest in the construction of the expressway system under the public-private partnership method.
