Land is a very important resource for development. The use of this resource needs to be economical, effective, and sustainable right from the planning stage of new residential areas, residential areas, and urban areas.
At the April meeting (4th time), the People's Committee of Hai Duong province reviewed the plan to establish planning for new residential areas, residential areas, and urban areas in the area in 2024. According to the Department of Construction, in 2024, localities proposed 205 lists of planning for new residential areas, residential areas, and urban areas with a total area of nearly 2,700 hectares. Notably, 112 of the proposed lists were not in accordance with the approved planning, and the housing plan from 2023-2025 was not agreed upon.
Regarding the above content, according to the report of the Department of Construction, through preliminary review, there are still some detailed plans that are not consistent with the approved construction planning and urban planning at higher levels or do not have specific information on the conformity; there is no agreement on the provincial housing development plan for 2023-2025. Regarding the proposed planning area, some localities have developed very large planning plans, potentially exceeding the total land area of the unit allowed to plan in the period up to 2030; some localities continue to propose planning for new residential areas in communes while there are residential area plans but have not yet implemented investment and construction, have not yet assessed the housing needs, causing waste of investment resources, waste of land funds...
Reality shows that the rate of housing construction in many urban and residential areas in Hai Duong province is not high. Many places have completed infrastructure and divided land into plots for sale but there are no residents living there. The infrastructure and land left vacant for a long time cause waste and are partly a factor distorting the real estate market.
Recently, Hai Duong Newspaper reported that the new residential area project in Cao Thang commune (Thanh Mien) is slow to be implemented. When people felt sorry for their fields and spent their own money to rent machines to plow the land and plant rice in the residential area, the investor prevented them by spraying herbicides.
The total area proposed for planning in 2024 by localities in the province is nearly 2,700 hectares, most of which is agricultural land and rice fields. Therefore, if the planning of urban and residential areas is not realistic and ineffective, it will significantly affect agricultural production activities.
The work of proposing and planning urban and residential areas plays a very important role, greatly influencing the development of localities. In the context of not really abundant budget revenue, it is understandable that localities focus on exploiting land resources for investment and development. However, planning urban areas, residential areas, and residential areas without focusing on improving quality and long-term efficiency will cause many consequences that are difficult to overcome.
Therefore, when reviewing, proposing and implementing planning, localities need to focus on assessing the supply and demand for housing and land in each area; have a plan to divide planning appropriately; avoid the situation of making too many residential area plans, causing waste of land funds and wasting planning resources. It is necessary to calculate comprehensively, ensure synchronization and unity throughout the province, and avoid "everyone doing their own thing" in land use planning.
