Investment projects always carry the expectation of promoting socio-economic development, creating jobs, and improving the lives of people in the area surrounding the project. However, when the project is slow to implement and land is wasted, the hope will lead to disappointment.
The Vinamit Joint Stock Company’s agricultural processing plant investment project was eagerly awaited by the people. However, 13 years have passed, and the 35 hectares of agricultural land that used to be the fertile land of farmers in Nam Dong and Ai Quoc wards (Hai Duong City) for the project are still abandoned. This is not a new story, it has been discussed many times but there is still no end in sight.
Originally a trillion-dollar project, the province created favorable conditions by promptly handing over nearly 10 hectares of land recovered from the people, but after 5 years, the wooden furniture factory of Tan Hoang Minh Hai Duong Joint Stock Company is still at a standstill. It is worth mentioning that Hai Duong City had to forcibly recover land from dozens of households to have a "clean" site for the enterprise to implement the project. Therefore, when the project is slow to implement, it inevitably makes people very upset. It is known that the investor is carrying out procedures to adjust the project, but the time that has passed has lost the trust of many people in this wooden furniture production project advertised as the largest in Southeast Asia.
Hai Duong has many potentials and advantages in attracting investment. Reality proves that the province has attracted the attention of many businesses to learn about and decide to invest. However, besides effective investment projects, there are still many projects that are behind schedule and violate regulations. This has a significant impact on the investment environment and competitiveness of the province. There are projects that are behind schedule for a long time, wasting land resources, becoming "hot spots" that make public opinion angry.
Faced with this situation, the province has resolutely handled projects that are behind schedule and violate investment regulations. The Provincial People's Committee has established two interdisciplinary inspection teams to review projects outside industrial parks. Depending on the level and violation, the interdisciplinary team will propose appropriate handling options, absolutely not allowing investment projects to turn from driving forces into "stones" that hinder development. For projects that are delayed for a long time due to subjective reasons originating from the enterprise, a strong measure will be resolutely applied, which is to terminate operations. As for projects that have not been implemented due to objective reasons, the impact of the epidemic, and investment procedures, solutions will be considered. The province will create maximum conditions for enterprises but will also be resolute and decisive with investors who delay for a long time.
Through inspection and examination, there are 78 projects outside industrial zones that are behind schedule and do not comply with regulations. The Department of Planning and Investment has assessed the level of violations to classify and handle them. Of these, 4 projects are subject to termination of operations, 18 projects must handle investment violations before considering investment adjustment.(detailed list), 42 projects allowed investment adjustment, 3 projects had to auction mineral exploitation rights and 5 projects were assigned to the district level for handling before proposing to the Provincial People's Committee to approve investment policy adjustment.
The classification demonstrates the province’s clarity and impartiality in handling violating projects. Finding the “specific medicine” and using the right dosage will be an effective solution to end the long-term consequences of delayed projects.
