Each district, town and city in Hai Duong province has a population of over 100,000 people. Binh Giang, Kim Thanh, Ninh Giang, Tu Ky, Thanh Ha, Thanh Mien districts and Kinh Mon town do not have any commune, ward or town with a population of over 20,000 people.
Of the 207 communes, wards and towns of the province, 40 communes have an area of over 10 km2.2Thanh Mien district is the only district that does not have any commune-level administrative units with an area of over 10 km2.2.

Implementing Conclusion No. 127-KL/TW dated February 28, 2025 of the Politburo on studying and continuing to propose the rearrangement of the apparatus of the political system and the requirements of the Standing Committee of the Provincial Party Committee, the direction of the Chairman of the Hai Duong Provincial People's Committee, the Department of Home Affairs of Hai Duong has proactively studied and planned a plan to not organize district-level administrative units, continue to merge commune-level administrative units based on natural and social conditions, conformity with planning, the level of socio-economic development of the region, ensuring common interests, requirements on national defense, security, national solidarity, in accordance with historical factors, traditions, and culture of the locality and convenience for the people, promoting potentials and advantages for socio-economic development.
