Referring to the image of parents lining up all night to submit their children's 10th grade application, Chairwoman of the Judicial Committee Le Thi Nga said this caused concern and anxiety among the public and created pressure on students taking the 10th grade entrance exam.
"The entrance exam to grade 10 is currently more difficult than the university entrance exam. I request the Culture and Education Committee to intervene and consider whether this is due to a serious shortage of public high schools and how to resolve this situation," said Ms. Nga, suggesting that this content be included in the people's petition report.

Among them, the number of high schools is less than that of secondary schools, students from grade 9 to grade 10 are divided by exam scores. Those with high scores will choose to go to the school of their choice, those with lower scores will go to other schools. In addition, students can study at private schools, continuing education centers, vocational schools and follow other paths.
"Parents and students want to go to public high schools because the cost is lower than private schools. Therefore, they find every way to go to public schools. This is a legitimate need and aspiration that we need to research to resolve," said Mr. Vinh.
Regarding the reality in Hanoi, Mr. Vinh said that every year the city tries very hard to invest in developing new schools and upgrading and renovating old schools, but the budget is limited. Not to mention that building new schools also requires land, and the demand for recruiting teachers has increased significantly. Meanwhile, the current teacher payroll is limited.
As for Ho Chi Minh City, the city's reported population is 9.2 million people but the actual population is about 14 million people, a difference of 5 million people. "If this difference is not included, it will be very difficult to make policies. Currently, Ho Chi Minh City lacks nearly 7,000 classrooms," Mr. Vinh analyzed.
To solve the fundamental and overall problem, Mr. Vinh said that the Government and localities need to calculate the actual data of migration from rural to urban areas, to avoid a shortage of teachers in urban areas and a surplus of teachers in rural areas.
Hanoi's 10th grade admission rate has been of interest for nearly a month, as out of 104,000 candidates, about 78,000 have found a place in public schools. If calculated based on the total number of junior high school graduates, about 51,000 students have to find another way besides public schools. After Hanoi announced the exam scores and admission scores, many private schools had parents go the night before to line up and get a number to submit their children's applications. In particular, at Hoang Cau High School, the admission scores "jumped" after a few hours of receiving applications.
Meanwhile, according to statistics from the Ministry of Education and Training, in 2022, the whole country will have about 620,000 candidates applying for university admission, of which nearly 570,000 will be admitted in the first round. If the additional admission round is included, this number may be higher.
