At the mid-term reporting conference on the Lao Cai-Hanoi-Hai Phong Railway Construction Investment Project, Hai Duong proposed to carry out site clearance at one time.
On the afternoon of December 3, in Hanoi, Deputy Minister of Transport Nguyen Danh Huy chaired the online conference to report on the mid-term of the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project.
At Hai Duong bridge, leaders of the Department of Transport and related departments, branches, units, and leaders of the People's Committees of Cam Giang, Binh Giang, Gia Loc, Tu Ky and Thanh Ha districts attended the conference.
Speaking at the conference, Director of Hai Duong Department of Transport Nguyen Van Doan basically agreed with the designed direction and route plan. He suggested that it is necessary to study and separate the site clearance work into a separate project and clear the site at the same time for both phases of the project. Study the traffic plan connecting to the railway station to ensure synchronization; have a plan for the road connecting both sides of the railway. He suggested that the consulting unit should propose a plan with specific analysis of advantages and disadvantages for localities to choose appropriately.
Previously, the People's Committee of Hai Duong province sent a document to the Railway Project Management Board and the Ministry of Transport on agreeing on some contents of the Lao Cai - Hanoi - Hai Phong railway project through Hai Duong province.
To be suitable, limit the impact on the connectivity of traffic infrastructure in the industrial park, increase efficiency, avoid waste, Hai Duong Provincial People's Committee requested the Railway Project Management Board to re-study the longitudinal survey plan of the above-ground route through the expanded Phuc Dien Industrial Park and the plan to restore the overpass and arrange a railway access road for this industrial park, ensuring the safety of the railway when put into operation and use.
Research and adjust the route plan to ensure minimizing the land fund between the Lao Cai - Hanoi - Hai Phong railway route and the Hanoi - Hai Phong expressway and Hai Duong City Ring Road II to increase land use efficiency and avoid land waste.
It is necessary to adjust the railway line to ensure that it does not overlap with the boundary of Hoang Dieu Industrial Park (Gia Loc). Calculate, design and invest in the construction of roads connecting to the stations in the project, especially roads from the Special Economic Zone of Hai Duong province connecting to the stations, to promote the efficiency of synchronous exploitation and develop multimodal transport.
At the conference, the provinces and cities basically agreed on the route direction, scale of project investment, proposed that site clearance be carried out once (dual-track scale); arranged longitudinal profiles for overpasses, limited population separation, impact on existing projects, planned industrial parks...
The leaders of the Ministry of Transport requested the consulting unit of the Lao Cai - Hanoi - Hai Phong Railway Construction Investment Project to receive opinions from provinces and cities where the railway project passes through.
The project is being accelerated. It is expected that in December, the project will be submitted to the Government for consideration by the Ministry of Transport and will be submitted to the National Assembly at the May 2025 session.
The Lao Cai – Hanoi – Hai Phong railway has a rail connection point with China, the end point is at Lach Huyen port station (Hai Phong). The main line is 388.35 km long; 2 branch lines connecting Dinh Vu and Do Son ports are 20.57 km long; 1 branch line connecting Yen Vien station is 2.18 km long. There are a total of 36 stations on the line.
The railway passes through 9 localities including Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong and Hai Phong. The railway transports passengers and goods at a designed speed of 160km/h. Expected operation time is 2031.
Investment phase: By 2030, complete the construction of the entire Lao Cai - Hanoi - Hai Phong route on a single-track scale. By 2050, complete the construction of the entire route on a double-track scale, and build a branch road connecting Nam Do Son port.
The Lao Cai - Hanoi - Hai Phong railway through Hai Duong is about 41.5 km long, the project passes through 5 districts: Cam Giang (2.6 km), Binh Giang (9.3 km), Gia Loc (10.5 km), Tu Ky (11.2 km), Thanh Ha (7.9 km).
In Hai Duong area, there are 3 planned stations including Binh Giang station (in Hung Thang commune) and Hai Duong Nam station (in Gia Loc town) which are mixed stations, serving passengers and goods; Tu Ky station (in Chi Minh commune) is a technical station for train passing.
