Road Management Area 3 proposed to announce a decision on an emergency situation regarding natural disasters on National Highway 27C (Khanh Le Pass) to serve road repairs due to landslides.
The proposal was stated in the landslide recovery report of Road Management Area 3 sent to the Vietnam Road Administration on December 18. This move aims to limit damage, ensure safety and restore traffic works.
At the same time, the authorities also requested the Vietnam Road Administration to issue an order to build emergency works to overcome the consequences of natural disasters.
Previously, prolonged heavy rain caused a serious landslide at Khanh Le Pass (National Highway 27C, Khanh Vinh District, Khanh Hoa), causing more than 50,000 cubic meters of soil and rock to spill onto the road.
The weather on the pass is rainy and foggy, the water in the streams is flowing strongly. 9 landslide locations have been cleared, but two sections with a volume of 2,000-2,700 m3 of landslides are still blocked.
In particular, at the section passing through Son Thai commune, the landslide volume from the slope side filled the entire road surface with a length of more than 300 m, with a rock weighing about 450 tons, 6 m high, blocking the road and had to be cleared by blasting on the evening of December 16.
However, the construction unit continued to discover many large rocks so they had to continue breaking the rocks.
In addition, the rescue road here was filled with rocks and soil; guardrails and drainage ditches along the route near the landslide area were completely damaged. Along Highway 27C, there were two locations where cracks appeared on the asphalt surface (one section was 3 cm wide and 28 m long; the other section was about 20 cm wide).
Road Management Area 3 has requested the maintenance management unit to carry out rock breaking as soon as possible, and at the same time increase the equipment for clearing landslides. Currently, there are 30 pieces of equipment at the construction site, including excavators, bulldozers, loaders, and construction vehicles working 24/7, divided into 2 construction teams to handle the scene. It is expected that one lane through Khanh Le Pass will be opened to traffic on December 18.
According to Decree 66/2021, a natural disaster emergency (including 5 levels) is an incident affecting large works, projects, lives... that requires early mobilization of resources to prevent and overcome.
The Chairman of the Provincial People's Committee has the authority to declare natural disasters in the area. The Minister declares an emergency situation for projects under his management. When a natural disaster is serious and beyond the response capacity of ministries, branches and localities, the Prime Minister will consider and issue an emergency situation.
