Mobilize the combined strength of the entire political system and all classes of people to participate in the movement. The police force regularly organizes campaigns to strongly suppress crimes, creating trust and encouraging the masses to actively respond.

Continue to focus on advising and implementing Circular No. 124/2021/TT-BCA of the Ministry of Public Security stipulating that residential areas, communes, wards, towns, agencies, enterprises, and educational institutions meet the standards of "Safety in terms of security and order" associated with the Project "Building safe villages, safe residential areas; safe agencies and enterprises in terms of security and order" for the period 2021-2025. Consolidate, maintain, and build new models of "Self-management, self-prevention, self-protection of security and order" at the grassroots level, requesting the Ministry of Public Security and the Provincial Steering Committee 138 to recognize effective operating models.
