Throughout the 76-year journey of founding, defending and building the Fatherland, the Vietnamese intellectual community has always accompanied the nation's revolutionary cause. That journey has shown a great lesson about the role of training and using talented people with applicable value for both the present and the future.
"Construction requires talent"
On September 2, 1945, Uncle Ho read the Declaration of Independence, giving birth to the Democratic Republic of Vietnam, swearing an oath for the goal: Independence - Freedom - Happiness. The Declaration of Independence demonstrated the wisdom and vision, ahead of his time, of a genius leader.
President Ho Chi Minh's ideology of national independence and freedom and the happiness of the people has guided and been the red thread throughout the entire revolutionary line of the Party and the historical process of the country. That ideology has created a common denominator to gather and unite the entire people, unite all classes, ethnicities, religions, Vietnamese people at home and abroad to thereby resonate the strength of the entire nation, under the leadership of the Party, to overthrow feudalism, colonialism and imperialism, gain independence and freedom for the Fatherland, unify the country and build a Vietnam with rich people, strong country, democracy, fairness and civilization.
It was also his ideology that inspired and became the flag for Vietnamese intellectuals to follow Uncle Ho, follow the Party, accompany the nation, and the revolutionary cause.
Right after the founding ceremony, President Ho Chi Minh issued a decree “Finding talented and virtuous people.” This is considered the “edict calling for the wise” of the President of the new Vietnam: “The country needs to be built. Construction requires talented people.” He used and promoted the country’s elite intellectuals to shoulder the important responsibilities of the country at that time, such as Huynh Thuc Khang, Bui Bang Doan, Nguyen Van To, Vu Dinh Hoe, Hoang Minh Giam, Nguyen Van Huyen, Phan Anh, Ta Quang Buu…
In Vietnamese history, intellectuals have played an extremely important role and position. Uncle Ho once said: “Among all social classes, scholars occupy the leading position.” He also influenced and promoted many other outstanding intellectuals such as Tran Van Giau, Nguyen Xien, Ho Dac Di, Tran Dai Nghia, Dang Van Ngu, Luong Dinh Cua, Pham Huy Thong, and Nguy Nhu Kon Tum… to follow the revolution, dedicating their talents and virtues to the cause of the Party and the nation.

The names of the nation's great intellectuals have also gone down in history, are honored and live forever, even being associated with familiar streets and alleys of Vietnam.
High quality human resources are the driving force of development.
In the context of the fourth industrial revolution taking place like a storm all over the world; every day, every hour, the achievements of science and technology are making the world change and develop faster than ever before, the most important resource for development today is no longer resources but human resources. Whoever has talent in hand, will overcome competition and break through to rise up.
The brainpower and intelligence of intellectuals will become the tools of production. Not only humans, but also robots with artificial intelligence will become “workers” in the new era. The concept of “productive forces” will also change. Intellectuals, while being “workers” in the fourth industrial revolution, are also the ones holding the productive forces in the new era.
Philosophy needs to develop and thoroughly study these changes to discover new concepts and new laws in the dialectical movement and development of the new socio-economic form in the new context.
Japan has been building a 5.0 society with the aim of constructing a superstructure - essentially moving towards a new production relationship and social structure, suitable to the nature and level of development of the productive forces in the context of the fourth industrial revolution.
Science and technology, education and training of high-quality human resources will be the key and driving force of development. This is the key, the "magic wand" for the Vietnamese people to grasp the opportunities to leapfrog, making our country on par with the world powers.
This mission belongs to the young Vietnamese intellectuals. Uncle Ho once affirmed: “Intellectuals are the precious capital of our nation. It is like that in other countries, and even more so in Vietnam.”
I have great confidence and hope that the young people and students - the future of the country - will always carry within them ambitions, enthusiasm, responsibility, diligently study, cultivate and train their mind, morality, intelligence, physical strength and creativity - will affirm the society's trust in intellectuals, follow in the footsteps of their fathers and brothers, shoulder the responsibility of the country, and make worthy contributions to the cause of building and defending the Fatherland, and reviving the country.
Ho Chi Minh's thoughts on the nation and intellectuals will forever shine. The heroic spirit and enthusiasm of a nation - the spirit of September 2nd of that year, still resonates today and tomorrow.
