Danang University speaks out about 19 lecturers sent abroad for doctoral studies but not returning

Danang University said that there are 19 cases of people studying for a doctorate abroad that have expired but have not returned home.

On March 14, Da Nang University had information related to the case of lecturers and staff sent abroad to study but not returning home. Specifically, a representative of Da Nang University said that there were 19 lecturers who went abroad to study for a doctorate but had not returned home.

Of these, 15 cases studied with personal funds or scholarships granted by foreign training institutions.

The remaining 4 cases were sent to study under projects from the State budget, of which 2 cases of civil servants who did not return home submitted resignation applications. Based on the training costs provided by the Ministry of Education and Training, the schools organized a review and issued a decision to compensate for the training costs.

The school is still in contact with the remaining two officials. In case they definitely do not return, Danang University will direct the schools to handle the situation according to their authority and request reimbursement of training costs according to regulations.

According to a representative of Danang University, there are many different reasons why some officials sent for training abroad have expired but have not returned home, such as participating in programs and research projects with foreign professors, working conditions, income, family, etc.

“According to regulations, apart from the commitment of the civil servant when sent to study and the decision to reimburse the cost when the commitment is not fulfilled, the school has no other sanctions to force the civil servant to return home when the study period ends.

In the coming time, Danang University and its member universities will continue to strengthen management and encourage staff to complete their studies on time so they can return to school to continue working," the unit informed.

A representative of Danang University added that recently, it has completed procedures to send a total of 246 officials to study for doctoral degrees abroad under projects funded by the State budget, and since 2005, it has sent more than 1,000 officials to study for doctoral degrees with scholarships outside the State budget.

Mr. Cao Xuan Tuan - Head of the Organization and Personnel Department of Da Nang University, informed that with 15 cases of studying with personal funds or scholarships from foreign professors and training institutions, Da Nang University previously had a policy of encouraging students to study, supporting 40% of basic salary each month. Currently, many people have proactively refunded this support amount. The remaining 4 cases were sent to study under projects from the State budget that have not returned yet, belonging to schools such as Da Nang University of Technology, Da Nang University of Education, and University of Economics.

Previously, on March 13, Da Nang City Police held a conference to review 5 years of implementing Directive 01/2018 of the Prime Minister on strengthening prevention, combat, and suppression of Vietnamese people illegally exiting, migrating, residing and working illegally, and violating the law abroad.

According to the report, there is a situation where citizens do not fully fulfill their obligations when sent to study abroad under the Projects and programs of Da Nang City and public service units, causing negative public opinion, such as many cases of cadres and lecturers of Da Nang University who, after completing their training and working abroad, continued to reside and work abroad and did not return to the country according to the signed contract.
