Hanoi University of Science and Technology prohibits staff and lecturers from buying and selling scientific articles. They must clearly state the name of the unit in the scientific publication, and must not state a general name or another unit's name.

Hanoi University of Science and Technology has just issued regulations on academic integrity for all cadres, civil servants, lecturers, employees and students. The regulations include 11 requirements, of which the most important point is the content "not buying or selling scientific research results in any form".

Hanoi University of Science and Technology is the first university to issue strict regulations prohibiting the buying and selling of scientific articles. The regulations were issued by the university in the context of recent controversy over the buying and selling of scientific articles by some lecturers at universities.

The school requires staff and lecturers to clearly state the name of the unit as Hanoi University of Science and Technology in scientific publications, and not to state the name of the unit as another organization or unit.

Graduate students, PhD students, and postdoctoral researchers at other domestic and international educational institutions can register at the same time as Hanoi University of Science and Technology and the educational institution where they are studying and researching. Graduate students and PhD students can register at the same time as Hanoi University of Science and Technology and their work unit.

This school also requires all cadres, civil servants, lecturers, employees, students, and affiliated units to respect the ideas of others, not to copy or turn other people's ideas into their own ideas or proposals.

Staff and lecturers must comply with the principles in selection and assignment of scientific research tasks according to the provisions of law and regulations of Hanoi University of Science and Technology. Staff and lecturers must not use approved scientific and technological topics and tasks in one place to participate in selection or receive funding in another place.

Those involved must not use power, relationships or material resources to influence the selection process, leading to unfair competition; or influence for their own benefit or that of others in the process of conducting scientific research that is not in accordance with management regulations and scientific practices.

Authors must not fabricate or falsify research subjects, research data, scientific records and resumes; respect copyrights and authorship rights; comply with current laws on intellectual property; cite reference sources accurately, clearly and transparently; strictly comply with the maximum permitted citation rate for each topic, task and field as prescribed.

The regulation also clearly states that Hanoi University of Science and Technology will establish a scientific integrity advisory council, whose function is to advise the director in the process of assessing and evaluating the level of violations of academic integrity.

Depending on the nature and severity of the violation, the violating individual will be subject to disciplinary action or transferred to a competent authority for administrative or criminal handling in accordance with the provisions of law and the regulations and rules of Hanoi University of Science and Technology.

Individuals who violate academic integrity may also be subject to additional sanctions according to specific regulations for each field: scientific research, training, emulation and rewards, etc.

Academic products determined to violate academic integrity must be edited, supplemented or withdrawn at the discretion of the director of Hanoi University of Science and Technology.
