The Department of Vehicle Inspection proposes a 26 - 28% increase in vehicle inspection prices.

The Vietnam Register has just submitted a document to the Ministry of Transport requesting adjustments to the collection fee for technical safety and environmental protection inspection services for motor vehicles in circulation.

Based on the guidance of the Ministry of Finance on the general pricing method for goods and services, the Vietnam Register proposes to select a new inspection price plan based on updating the price forming factors in the price plan used to promulgate the price of motor vehicle inspection services in Circular No. 238/2016/TT-BTC of the Ministry of Finance.

Accordingly, the Vietnam Register proposed to adjust two basic cost factors including salary costs and salary-related expenses, proposing to increase by 70% based on the increase in basic salary from 2013 to present (actual increase of 71.43%); cost of purchased services, proposing to increase by 20% due to the increase in consumer price index from 2013 to present (actual increase of consumer price index is 26.05%).

With this plan, the Vietnam Register calculates that the proposed price for new inspection services will increase by 26 - 28% compared to the current price.

According to the Vietnam Register, motor vehicle inspection services are not on the list of essential goods and services, and are not goods and services in the state's monopoly field of production and business, so they should follow the principles of a market economy. Therefore, the state should not fix a price for motor vehicle inspection services for many types of units providing motor vehicle inspection services nationwide.

On the other hand, each region and area will have different costs that make up the service price (land rental, labor costs, equipment depreciation, management costs, etc.).

Therefore, the leader of the Vietnam Register expressed his opinion that continuing to apply the form of state-specific pricing for motor vehicle inspection services in the context of socializing the field of motor vehicle, equipment and specialized motorbike inspection in circulation is no longer appropriate.

To ensure consistency with the provisions of the Law on Prices (amended), effective from July 1, 2024, the Vietnam Register recommends that the Ministry of Transport consider, agree with the Ministry of Finance, and report to the Government for approval to apply the form of State maximum pricing for motor vehicle inspection services.
