On September 12, the Ho Chi Minh City Police Investigation Agency prosecuted and issued an arrest warrant for Lai Thai Phong for bribery brokerage and Nguyen Van Chung for fraud and appropriation of property for receiving 100,000 USD to "fix the case" for Mr. Dang Viet Ha (former Director of the Vietnam Register).

The decisions and orders have been approved by the Ho Chi Minh City People's Procuracy.
According to the investigation, during the time the Ho Chi Minh City Police Investigation Agency arrested the accused and searched the inspection centers nationwide, Dang Viet Ha (former Director of the Vietnam Register, who was arrested in January 2023 for bribery) was afraid that his violations would be discovered, so he, through Lai Thai Phong (37 years old, residing in Hanoi, Deputy Head of the Department of Motor Vehicle Inspection, formerly Deputy Chief of Office of the Vietnam Register) gave Nguyen Van Chung (44 years old, residing in Hanoi) 100,000 USD to find a way to collect information to "fix the case" for him.

Even though he knew he couldn't do it, Chung still received the money and appropriated 100,000 USD from Ha.
Based on collected documents and evidence, on September 11, the Ho Chi Minh City Police Investigation Agency issued a decision to prosecute and issue an arrest warrant to temporarily detain Lai Thai Phong for the crime of Bribery Brokerage and Nguyen Van Chung for the crime of Fraudulent appropriation of property.
