Expanding the investigation into acts related to the field of Inland Waterway Registration, the Ho Chi Minh City Police Department determined that: The Vietnam Register has the function of assessing the capacity of facilities for building, converting, repairing and restoring inland waterway vehicles according to the standards of the Ministry of Transport.
During the process of inspecting and evaluating the factory's capacity, some individuals involved had negative behavior, receiving money to ignore errors, standards, and necessary conditions to evaluate the factory's capacity: factory premises, ability to supply materials and equipment for the production process, technological process, construction capacity, human resources, etc.
The Investigation Police Agency directly inspected many factories nationwide (Hai Duong, Quang Ninh, Long An, Tien Giang, Ca Mau, Can Tho, Dong Thap...), and also checked the records of facility capacity assessment at the Registry Department.
The results determined that the records of the shipyard capacity assessment were not consistent with the actual site conditions of the inspected shipyards, and many of the ships were not qualified to be granted full capacity.
