What do civil servants of the "one-stop" department in Hai Duong say about the proposal to support 450,000 VND/month?

Hai Duong is seeking opinions on a draft to increase the support level for civil servants in "one-stop" departments at all levels to 450,000 VND/month.

District and commune levels are excited.

Currently, Hai Duong is applying the support level for civil servants in the "one-stop" department at all levels according to Decision No. 28/2016/QD-UBND dated October 20, 2016 of the Provincial People's Committee at 300,000 VND/person/month. However, some people working in the "one-stop" department at all levels do not enjoy the same support policies and regimes because the old regulations only apply to a certain number of people. The whole province has only 628 people supported according to Decision No. 28, accounting for about 33.8% of the total 1,854 civil servants and public employees working in the "one-stop" department.

According to the draft that is being consulted by the Department of Home Affairs, the proposed support level is increased by 50% from VND300,000 to VND450,000/person/month, equally for civil servants and public employees working at the "one-stop" department at the district and commune levels and the Provincial Public Administration Service Center. The total estimated budget to implement this policy annually in the whole province is more than VND9.8 billion, an increase of nearly VND5.2 billion compared to the current total support amount.

According to Hai Duong Newspaper reporters, many civil servants, officials, and managers at the "one-stop" department at district and commune levels agree with this plan.

Expressing excitement when learning that the province is considering increasing the support level for civil servants and public employees of the "one-stop" department, Ms. Dinh Thi Thao, a civil servant of the "one-stop" department of Viet Hoa ward (Hai Duong city) said: "This support level will partly help increase the income of civil servants and public employees of the one-stop department at the commune level".

Mr. Nguyen Dang Khoa, a civil servant at the Department of Labor, War Invalids and Social Affairs, on duty at the Provincial Public Administration Service Center, receives an average of about 50 applications per day. He said that the support level of 450,000 VND/person/month is very low.

According to Mr. Tran Van Han, Chairman of the People's Committee of Nghia An Commune (Ninh Giang), increasing the support level for civil servants and public employees of the "one-stop" department is very necessary. "This support level is basically reasonable and needs to be implemented immediately in the context that the one-stop departments are performing many tasks and procedures related to digital transformation," said Mr. Han.

Directly managing the "one-stop" department of Nam Sach district, Mr. Tran Quyet Thang, Chief of Office of the People's Council and People's Committee of the district also agreed with the proposed plan of the Department of Home Affairs. "The support level of 450,000 VND/month for civil servants and public employees of one-stop shops at district and commune levels is appropriate. Timely support will motivate and encourage civil servants and public employees to further improve the quality of service to the people in the coming time," Mr. Thang affirmed.

Unlike in districts and communes, some civil servants and public employees of the Provincial Public Administration Service Center and Hai Duong City said that the support level of 450,000 VND/month is low and applying a common level at all 3 levels is unreasonable.

According to Mr. Nguyen Dang Khoa, a civil servant of the Department of Labor, War Invalids and Social Affairs on duty at the Provincial Public Administration Service Center, this support level is very low compared to the workload.

"Every day, we receive an average of 50 applications. Especially during the implementation of Project 06 and the promotion of digital transformation, the workload is even greater. We not only receive applications when people come to do procedures directly, but also have to take advantage of the early hours to process online applications that people submit online. The work pressure is high, the amount of work is large, but the support level of 450,000 VND/month is very low, and there is no uniform support. At this level, including salary and allowances for newly recruited officials, it is less than 5 million VND/month," said Mr. Khoa.

Actual records at the Hai Duong Provincial Public Administration Service Center on Monday morning showed that the number of people coming to do procedures was large and continuous, and civil servants and public employees here had to work at high capacity to promptly resolve issues for the people.

At the counter of the Department of Justice, people came to do procedures, surrounding the area from inside to outside.

Referring to the support levels in some provinces, the support level of Hai Duong is being consulted for significantly lower. In Hung Yen, civil servants working at the Provincial Public Administration Service Center are supported with 1 million VND/person/month; at the district level, 700,000 VND/person/month; at the commune level, 500,000 VND/person/month. In Nghe An, civil servants and public employees in the "one-stop" department at the provincial level are 2 million VND/person/month, at the district level, 1.2 million VND/person/month, at the commune level, 700,000 VND/person/month...

These provinces also stipulate with the resolution the annual uniform support level for civil servants and public employees of "one-stop" departments at all levels. Having uniforms will create a professional and uniform image at this specialized department that directly serves the people.

Speaking with Hai Duong Newspaper reporters, a representative of the Department of Home Affairs said that they will synthesize comments on the draft and coordinate with the Department of Finance to advise on the most appropriate level of support for civil servants and public employees of the "one-stop" department.
