Hai Duong approves plan for public employee payroll and workers receiving salaries from the state budget

The People's Council of Hai Duong province has approved the plan for the establishment of civil servants, employees receiving salaries from the state budget in public service units and mass organizations, and contract workers outside the establishment quota in 2024.

Chairman of Hai Duong Provincial People's Council Le Van Hieu has just signed and issued Resolution No. 92/NQ-HDND on the Plan for public employee payroll in administrative agencies, the number of employees receiving salaries from the state budget, and contract workers according to Decree No. 111/2022/ND-CP in public service units and mass organizations assigned tasks by the Party and State in the province in 2024.See details of the resolution here.

According to the resolution, the People's Council of Hai Duong province approved the total number of civil servants in state administrative agencies to be 1,816 civil servants, divided equally between two groups: departments, branches, sectors and People's Committees of districts, towns and cities (See details in the appendix).

The total number of employees receiving salaries from the state budget in public service units and mass organizations assigned by the Party and the State in the province is 32,536 targets. Of which, education and training accounts for 28,857 targets, health care accounts for 2,450 targets, culture and sports accounts for 265 targets and other careers account for 862 targets. Mass organizations assigned by the Party and the State have 102 targets (See details in the appendix).

Contract workers outside the payroll quota according to Decree No. 111/2022/ND-CP of the Government are 1,569 quotas. Of which, mainly assigned to the education and training sector with 1,547 quotas (See details in the appendix), the health sector has 22 indicators (See details in the appendix).

Regarding some implementation solutions, the Provincial People's Council clearly stated 6 groups of solutions: continue to strengthen the dissemination and propaganda of resolutions and conclusions of the Politburo, the Central Executive Committee of the Party and the province's policies on restructuring the apparatus, streamlining the payroll, improving the quality of cadres, civil servants and public employees. Continue to review the organization, streamline the apparatus. Develop a project on financial autonomy at public service units that self-insure a part of regular expenses in accordance with Decree No. 60/2021/ND-CP of the Government on regulations on financial autonomy mechanism of public service units, gradually increase the percentage (%) of autonomy in regular expenses from public service revenue, strive to transfer at least 10% of the number of employees receiving salaries from the state budget to receiving salaries from public service revenue by the end of 2026...
