National Assembly Chairman chairs conference to implement National Assembly's supervision program in 2024

The conference was held live at Dien Hong Hall, National Assembly House and connected to 62 points in 62 provinces and centrally-run cities. National Assembly Chairman Vuong Dinh Hue chaired the conference.

Opening the Conference, Vice Chairman of the National Assembly, Senior Lieutenant General Tran Quang Phuong said that since the beginning of the 15th National Assembly term, the National Assembly Standing Committee has annually organized a Conference to deploy the following year's supervision program. This is an innovative step to improve the quality and effectiveness of the National Assembly's operations, which has been highly appreciated by National Assembly deputies, people and voters.

In 2023, the supervisory activities of the National Assembly, the National Assembly Standing Committee, the National Assembly agencies, the National Assembly delegations and National Assembly deputies will be carried out effectively with many strong innovations in thinking and implementation methods, deployed comprehensively, synchronously, and increasingly put into practice; improving effectiveness, efficiency, and responding flexibly and sensitively to important current issues of the country; increasing democracy, rule of law, publicity and transparency in supervisory activities, creating a spillover effect on the spirit of positive action, contributing to creating a comprehensive change in both awareness and responsibility of all levels, sectors and supervised issues.

In 2024, the National Assembly has chosen to supervise two topics: "Implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program and resolutions of the National Assembly on a number of important national projects until the end of 2023" (will be reported to the National Assembly at the 7th Session); "Implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023" (will be reported to the National Assembly at the 8th Session).

The Standing Committee of the National Assembly issued Resolution No. 833/NQ-UBTVQH15 dated July 27, 2023 on the National Assembly Standing Committee's Supervision Program in 2024; accordingly, it selected two supervision topics: "Implementation of policies and laws on innovation of the organization and management system, improving the quality and efficiency of operations of public service units in the period of 2018 - 2023" and "Implementation of policies and laws on ensuring traffic order and safety from 2009 to the end of 2023".

Vice Chairman of the National Assembly Tran Quang Phuong emphasized that at the Conference, in addition to evaluating the achievements and good experiences in the supervision work of the National Assembly, the National Assembly Standing Committee, the National Assembly agencies, the National Assembly delegations and the National Assembly deputies in 2023, it is also necessary to clarify the shortcomings, limitations, difficulties, obstacles and causes, especially subjective causes in supervision activities.

Delegates also discussed and agreed on awareness, content, coordination work, and measures to effectively organize and implement the supervisory activities of the National Assembly and the National Assembly Standing Committee in 2024, contributing to bringing policies and laws into real life, ensuring high efficiency, meeting the expectations of people and voters nationwide.

Mr. Bui Van Cuong said that 2024 is an important year in successfully implementing the Resolution of the 13th National Party Congress and the Action Program of the National Assembly Party Delegation to implement the Resolution of the 13th National Party Congress. With the goal of supervision being implemented synchronously with the process of developing and implementing legal policies, in 2024, the National Assembly and the National Assembly Standing Committee will continue to lead, direct and organize the implementation of supervision tasks.

In order to effectively implement the monitoring of the topics, the National Assembly Secretary General and the Head of the National Assembly Office said that the Monitoring Delegations need to make the most of available documents and records on the preliminary review, summary and assessment of the contents related to the monitoring topics, especially the newly amended contents in the laws recently passed by the National Assembly to effectively organize the implementation; promote the experience of innovating the organization of the Monitoring Delegations implemented in the past half term to organize appropriate and scientific monitoring activities; in which, focusing on monitoring the promulgation of detailed regulations and the implementation organization stage so that the law can soon come into life and be strictly implemented; at the same time, monitoring recommendations need to be studied, deeply filtered, close to the practical situation, ensuring feasibility...
