Discussing the National Assembly's Supervisory Program for 2024

Continuing the 5th Session, on the morning of May 27, the National Assembly discussed the proposed National Assembly Supervision Program for 2024.

Four Monitoring Topics Expected in 2024

Before the discussion, the National Assembly listened to Member of the National Assembly Standing Committee, Secretary General of the National Assembly, and Head of the National Assembly Office Bui Van Cuong present the Report on the National Assembly's proposed Supervisory Program for 2024.

According to Mr. Bui Van Cuong, the National Assembly's supervision program in 2024 is expected to have four topics for consideration by the National Assembly, and it will decide to select two topics for supreme supervision, while the remaining two topics will be assigned to the National Assembly Standing Committee to organize supervision. Specifically as follows:

Topic 1: Implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program and resolutions of the National Assembly on a number of important national projects until the end of 2023 and related previous and subsequent periods (such as: Long Thanh Airport Project; North-South Expressway Project in the East phase 2017 - 2020 and 2021 - 2025; Ring Road 4 Project - Hanoi Capital Region; Ring Road 3 Project of Ho Chi Minh City; Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1; Bien Hoa - Vung Tau Expressway Project Phase 1; Chau Doc - Can Tho - Soc Trang Expressway Project Phase 1).

Topic 2: Implementation of policies and laws on public service units from the issuance of Resolution No. 19-NQ/TW dated October 25, 2017 to the end of 2023 and related periods before and after.

Topic 3: Implementation of policies and laws on ensuring traffic order and safety from 2009 to the end of 2023 and related periods before and after.

Topic 4: Implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023 and related periods before and after.

Innovation, improving the quality of supervision

Discussing in the hall, the majority of opinions agreed on the Report and the expected monitoring program; acknowledging the elaborate preparation of the report. The delegates also basically agreed with the assessments of the monitoring results in 2022 and the first months of 2023 with many effective innovations; expressing basic agreement with the forecast for 2024.

Since the beginning of the 15th National Assembly term, the supervision work has been innovated and strengthened, becoming more and more substantial and effective, avoiding formalities and waste, minimizing inconvenience and impact on the normal activities of localities, establishments, agencies and related units. That has contributed to solving difficulties and obstacles in the promulgation and implementation of legal policies, handling many pending cases, and receiving the attention and support of voters and people.

Regarding the 2024 supervision activities, in addition to the four topics proposed for delegates to choose from, some delegates suggested choosing additional areas such as maritime economy, maritime law, national database, promulgation of legal documents at the local level; and proposed to organize a year-end conference to evaluate the activities of the National Assembly Delegation.

Delegates also proposed many other specific contents regarding program content, form, composition, and time to facilitate monitoring activities such as: increasing funding, reporting regime, etc.

To complete the resolution, delegate Siu Huong (Gia Lai) proposed that the National Assembly Standing Committee direct the announcement of the time for monitoring the contents to ensure suitability, and not to focus too many monitoring sessions at the end of the year and the beginning of the following year.

The delegate also requested that the National Assembly Standing Committee pay attention to directing the synthesis after thematic supervision of the National Assembly Delegation, forwarding recommendations to relevant agencies and organizations for consideration, resolution and response to the National Assembly Delegation to ensure that the recommendations are resolved promptly.

Some opinions suggested that the National Assembly and the National Assembly Standing Committee promptly review, amend and supplement the Law on Supervisory Activities of the National Assembly and People's Councils to promptly overcome the shortcomings and limitations that have been pointed out.

Appreciating the innovations in the National Assembly's supervisory work since the beginning of the term, delegate Tao Van Giot (Lai Chau) said that Clause 4, Article 12 of the Law on Supervisory Activities of the National Assembly and People's Councils clearly stipulates: The National Assembly Standing Committee reports on the results of the implementation of the National Assembly's annual supervisory program at the National Assembly session early next year. The National Assembly can discuss the results of the implementation of the National Assembly's annual supervisory program.

Delegates proposed that at the following sessions, the National Assembly Standing Committee prepare a separate report on the results of the implementation of the annual supervision program for the National Assembly to discuss separately.

National Assembly Delegate of Kien Giang Province Nguyen Thi Kim Be speaks

According to delegate Nguyen Thi Kim Be (Kien Giang), organizing many supervisions and working sessions does not necessarily bring about effectiveness to the supervision. To improve the quality of supervision, it is necessary to enhance the role and responsibility of each member of the supervision team; to research, analyze, evaluate the problem accurately, make appropriate recommendations and closely monitor the handling of the problem by the authorities.

From the above issues, delegate Nguyen Thi Kim Be recommended that the National Assembly and the National Assembly Standing Committee, when organizing the implementation of thematic supervision at the local level, should assign the National Assembly Delegation to coordinate with the Standing Committee of the People's Council to conduct general supervision without separating to avoid waste in the organization. The delegate also recommended that when the Central Supervisory Delegation comes to the locality to work directly, the National Assembly Delegation that organized the previous supervision should not be assigned to the National Assembly Delegation to organize supervision again to avoid duplication in supervision activities.

The National Assembly deputies also requested the National Assembly Standing Committee to direct the strengthening and stricter implementation of activities to supervise the implementation of laws on the development and promulgation of legal documents at the central and local levels. The development and promulgation of legal documents that are not in accordance with prescribed procedures, are not suitable, lack feasibility, and even contain errors are major difficulties and obstacles for business operations. This is also a huge obstacle related to the results of the implementation of tasks of all levels and sectors in the recent past.

Some National Assembly delegates suggested continuing to pay attention to and monitor the implementation of promises made by Ministers, heads of sectors, and members of the Government. This is an issue of particular concern to voters and people nationwide.

Concluding the discussion session, Vice Chairman of the National Assembly Tran Quang Phuong stated that 2024 is an important year in successfully implementing the Resolution of the 13th National Party Congress and the Action Program of the National Assembly Party Delegation to implement the Resolution of the 13th Congress. This is also the year the National Assembly reviews, discusses and amends the Law on Supervisory Activities of the National Assembly and People's Councils. Therefore, the implementation of the 2024 Supervisory Program with many contents of continued innovation and improvement will be an important basis for amending legal provisions on supervisory activities in particular as well as perfecting the legal system in general in accordance with the spirit that supervision is a central and key step in the activities of the National Assembly.

Based on the discussion and the results of the ballot of the National Assembly delegation, the National Assembly Standing Committee will direct the Secretary General of the National Assembly to coordinate with relevant agencies to study and absorb the valid opinions of the National Assembly deputies to complete and submit to the National Assembly for consideration and approval of the Resolution on the National Assembly Supervision Program in 2024, the Resolution on the establishment of the National Assembly's thematic supervision delegations during the session.
