The 13th Party Central Committee Conference elected President To Lam to hold the position of General Secretary of the Central Committee of the Communist Party of Vietnam with an absolute number of votes.
The 13th Party Central Committee Conference opened this morning, August 3, in Hanoi. According to the program, the conference will last for 1 day.
The conference elected comrade To Lam, Politburo member and President of the Socialist Republic of Vietnam, to hold the position of General Secretary of the Central Committee of the Communist Party of Vietnam with an absolute number of votes.
Immediately after being elected, Comrade To Lam, General Secretary of the Central Executive Committee of the Communist Party of Vietnam and President of the Socialist Republic of Vietnam chaired a press conference.
General Secretary and President To Lam will preside over the work of the Party Central Committee, the Politburo, and the Secretariat according to the responsibilities and powers prescribed by the Politburo.
Previously, the Politburo assigned President To Lam to preside over the work of the Party Central Committee, the Politburo, and the Secretariat.
General To Lam, Minister of Public Security, was elected by the National Assembly to hold the position of President for the 2021-2026 term on May 22. As head of state, he visited Laos and Cambodia, expressing the message of "highest priority" to relations with the two neighbors.
He then presided over a welcoming ceremony for Russian President Vladimir Putin at the Presidential Palace. During the talks, President To Lam and President Putin witnessed the signing of 11 documents between the two sides, including a plan to implement the project to build a Nuclear Science and Technology Center in Vietnam.
Comrade To Lam, 67 years old, is from Van Giang district, Hung Yen province. He was a member of the Party Central Committee for three terms 11, 12, 13; a member of the Politburo for two terms 12, 13; and a National Assembly delegate for two terms 14, 15. In early 2019, he was promoted to the rank of general by General Secretary and President Nguyen Phu Trong, becoming the fourth person in the history of the People's Public Security to hold the highest rank.
The General Secretary of the Central Committee of the Communist Party of Vietnam is the highest leadership position of the Communist Party of Vietnam. The Party's Charter stipulates that the Central Committee elects the Politburo and elects the General Secretary from among the members of the Politburo.
According to Regulation 214, the General Secretary must fully meet the general standards of a member of the Politburo and the Secretariat, and must also have the following qualities and capacities: High prestige in the Central Committee, the Politburo, the entire Party and the people; be the center of solidarity, gathering and promoting the combined strength of the entire political system, the entire Party, the entire people and the strength of the times to successfully carry out the two strategic tasks of building and defending the Fatherland, the goal of "rich people, strong country, democracy, fairness, civilization"...
The General Secretary must have experienced and successfully completed his duties as a provincial or municipal Party Secretary or head of a central department, ministry or branch; and must have participated in the Politburo for a full term or more; special cases shall be decided by the Central Executive Committee.
