On June 10, speaking at the discussion session in groups on the Draft Law on Citizen Identification (amended) and the Draft Law on Telecommunications (amended), comrade Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Hai Duong province acknowledged the contents that the drafting committee had revised and supplemented.

Firstly, in this draft law, the drafting committee has added and clearly stipulated that granting ID cards to people under 14 years old is not mandatory and is implemented according to people's needs.

Head of the National Assembly Delegation of Hai Duong Province Le Van Hieu said that people under 14 years old who do not have a citizen identification card only have a birth certificate. The current birth certificate is larger, still made of paper, not convenient for people to carry out administrative procedures and is more fragile and easier to fake than a citizen identification card.

Comrade Le Van Hieu, Head of the National Assembly Delegation of Hai Duong province, contributed 2 contents to the Draft Law on Citizen Identification (amended).

However, the draft law stipulates that the issuance of citizen identification cards to people under 14 years old is not mandatory. According to comrade Le Van Hieu, making citizen identification cards for people under 14 years old brings a lot of useful information to the people. This is a regulation aimed at bringing benefits to the people. This regulation should be included in the law because citizen identification cards also serve many other data such as train, bus, plane tickets, medical examination, treatment or many other information.

Second, regarding the citizen's address in the citizen identification card, Comrade Le Van Hieu, Head of the National Assembly Delegation of Hai Duong province, was concerned that every time he changed his residence, he would have to redo the procedures.

"Other transactions also need to be studied and changed accordingly so that only the citizen identification number is enough because each person only has one identification number. When it is an identification number, it is natural that only one person has that identification number, there is no need to require additional information about residence," Comrade Le Van Hieu, Head of the National Assembly Delegation of Hai Duong Province, suggested.
