Art universities continue to enroll students in specialized intermediate and college programs.

According to Official Dispatch No. 2663/VPCP-KGVX of the Government Office regarding the proposal of the Ministry of Culture, Sports and Tourism on specialized and in-depth training in the field of culture and arts, in order to remove difficulties in intermediate and college training in universities and academies in the field of culture and arts, Deputy Prime Minister Vu Duc Dam directed to continue enrolling and training at the above level with a specific nature combining art training with cultural training.

Recently, many university-level art training institutions have "called for help" when the Law amending and supplementing a number of articles of the Law on Higher Education, effective from July 1, 2019, stipulates that higher education institutions are no longer allowed to train at intermediate and college levels, while in order to train artistic talents, it is necessary to train from elementary level, through intermediate level, and then to college and university.

With the above regulation, schools with a tradition of training artistic talents whose intermediate training is interrupted will lead to a large gap in human resource training, causing disruption and interruption of the task of training talents in the field of culture and art assigned by the Government to schools according to the project "Training talents in the field of culture and art in the period 2016-2025, vision 2030" according to Decision No. 1341/QD-TTg dated July 8, 2016. According to this project, prestigious and capable establishments are selected to organize the task of training talents in the fields of music, dance, and theater at intermediate and university levels.

The problem is that relevant ministries, departments and sectors need to develop a special mechanism to apply to art training institutions, so as to ensure both regulations and training quality, and to be consistent with the requirements of training practice. If we do not take into account specific factors, but apply them rigidly like technical training professions, it will lead to the risk of losing high-quality human resources, failing to meet the task of preserving and promoting national cultural and artistic values.

Considering the proposal of the Ministry of Culture, Sports and Tourism and the opinions of relevant ministries and branches on a number of difficulties and obstacles in intermediate and college training in universities and academies in the field of culture and arts, Deputy Prime Minister Vu Duc Dam requested the Ministry of Culture, Sports and Tourism to urgently summarize and evaluate specialized and specialized training in the field of culture and arts; clarify difficulties, inadequacies and causes; coordinate with the Ministry of Education and Training and relevant agencies, propose to the Government to soon issue a decree regulating specialized and specialized training in the field of culture and arts, in accordance with reality in the fourth quarter of 2021.

At the same time, the Ministry of Labor, War Invalids and Social Affairs shall preside over and coordinate with the Ministry of Culture, Sports and Tourism, the Ministry of Education and Training and relevant agencies to guide higher education institutions in the field of culture and arts under ministries, branches and localities to continue enrolling and training at intermediate and college levels with specific characteristics combining art training with cultural training until the decree regulating specialized and specialized training in the field of culture and arts is issued by competent authorities.

This move opens up many hopes for specialized art training institutions, helping to create a strict but flexible legal corridor that meets the requirements of practical training of artistic talents.
