Prime Minister criticizes many provinces for slow issuance of documents guiding the Land Law

Prime Minister Pham Minh Chinh issued an official dispatch on focusing on directing and implementing the Land Law, in which he criticized many provinces for being slow in issuing guiding documents.

Accordingly, the Prime Minister severely criticized the Chairman of the People's Council and Chairman of the People's Committee of Hai Phong City and the provinces of Lang Son, Khanh Hoa, Dak Lak, Ben Tre, and Soc Trang for their delay in issuing documents detailing the implementation of the Land Law.

The Prime Minister requested to review and clarify the responsibilities of organizations and individuals for the delay in issuing legal documents guiding the implementation of the Land Law.

The Head of Government also requested the Chairmen of People's Councils and Chairmen of People's Committees of provinces and centrally-run cities to fully and promptly implement the contents of focusing on directing and implementing the Land Law. In particular, it is necessary to focus on directing and promulgating all assigned contents detailed in the Land Law and the Decrees detailing the implementation of the Land Law.

"The issuance of detailed regulations assigned in the Land Law and the Decrees detailing the implementation of the Law must be completed before October 31, 2024, and the results must be reported to the Ministry of Natural Resources and Environment for synthesis and reporting to the Prime Minister. Be responsible to the Government and the Prime Minister if there is any delay in issuing the above documents," the Prime Minister's dispatch emphasized.

Previously, on October 10, the Prime Minister sent an official dispatch to the Minister of Natural Resources and Environment, Chairmen of People's Councils, Chairmen of People's Committees of provinces and centrally-run cities requesting them to focus on directing the full promulgation of assigned contents detailed in the Land Law and Decrees detailing the implementation of the Land Law; to be completed before October 15.

To date, according to the report of the Ministry of Natural Resources and Environment, 63/63 provinces and cities have issued documents detailing the implementation of the Land Law under their local authority. Of which, Hai Duong and An Giang provinces have issued all the contents assigned for detailed regulation in the law.

Many provinces and cities have basically completed the issuance of documents detailing the implementation of the Law such as: Da Nang city, Yen Bai, Lao Cai, Vinh Phuc, Hung Yen, Ha Tinh, Dak Nong, Tay Ninh, Tra Vinh, Bac Lieu...

However, there are still some provinces and cities where the progress of promulgating documents is still very slow, including: Hai Phong city and the provinces of Lang Son, Khanh Hoa, Dak Lak, Ben Tre, Soc Trang, which have only promulgated 2 to 5 out of a total of 20 contents assigned in the Law.

"The fact that localities have not yet fully issued documents under their authority has limited the effectiveness of the implementation of the Law, affecting the rights of people and businesses, administrative procedures, and the effectiveness of implementing new policies of the Land Law," the dispatch emphasized.
