Instead of taking exams, teachers can register for promotion if they meet the standards of expertise, professionalism, political qualities, professional ethics, and years of service.
The Ministry of Education and Training has just issued Circular No. 13/2024 stipulating standards and conditions for considering promotion of professional titles of public preschool and general education teachers and university preparatory teachers.
Circular 13/2024 has a number of new regulations and adjustments compared to Circular 34/2021, such as not regulating the standards and conditions for promotion exams because the Government has abolished the promotion exam format; not regulating the content, format and determination of successful candidates in the promotion exam because the Government has specified in detail in Decree 85/2023.
In addition, the new circular specifically stipulates the standards and conditions for registration for promotion to grade II and grade I for preschool teachers, general education teachers, and university preparatory teachers.
Thus, instead of having to take exams, teachers can register for promotion if they meet the standards of expertise, professionalism, political qualities, professional ethics, and years of work.
For example, a Grade III preschool teacher who wants to be promoted to Grade II must have been rated "Excellent in completing their duties" or higher for 2 consecutive years. General education and pre-university teachers must have met this condition for 3 years.
To be considered for promotion from Grade II to Grade I, teachers need to have 5 consecutive years of "Good performance" or higher, including at least 2 years of "Excellent performance".
In addition, they need to have emulation titles and awards during their time holding rank II. This is to ensure that a title or achievement cannot be used simultaneously for two promotions (from rank III to II and from II to I).
The Ministry of Education and Training believes that the above standards will help ensure the requirement of a maximum of 10% for Grade I teachers and no more than 50% for Grade II teachers, according to the guidance of the Ministry of Home Affairs, as well as selecting deserving people whose contributions are recognized and who have made efforts to develop their careers during their tenure.
Specific regulations on determining the time to hold equivalent professional titles create favorable conditions for localities in calculating the time to hold the next lower rank when teachers register to participate in promotion to professional titles.
The provisions of Circular No. 13/2024 will be an important legal basis for localities to continue implementing the promotion of professional titles, ensuring the rights of teachers.
The Circular takes effect from December 15, 2024.
