Many households in Binh Xuyen commune have to restore well water taps for use even though they know the quality is not guaranteed.

Prolonged loss of clean water

For many years, the story of domestic water has always been a hot topic for many people in Hong Khe and Binh Xuyen communes... The "thirst" for clean water becomes an obsession during every hot summer.

Binh Xuyen commune is a typical locality lacking clean water. According to Mr. Ho Dinh Tuan in Chuong Cau village, there was a time when people had to endure a lack of clean water for 6 consecutive months, having to switch to using rainwater and well water even though they knew the quality was not guaranteed.

When there are funerals or holidays, most families in the commune have to buy clean water from tankers for use. The price of clean water is from 100,000-130,000 VND/m3, many times higher than normal. At peak times when water tankers cannot be called, many families have to buy small plastic tanks to carry clean water for use dozens of kilometers away.

The "unstable" clean water situation for a long time has made people angry, and they have reported it many times to local authorities and during voter meetings.

Clean water in Binh Xuyen commune is directly provided by Viet Duc Investment Construction Development Joint Stock Company. In 2014, this company agreed to invest in and buy clean water through a general meter with Hai Duong Clean Water Trading One Member Co., Ltd. (now Hai Duong Clean Water Trading Joint Stock Company).

Mr. Nguyen Van Khuong, Vice Chairman of Binh Xuyen Commune People's Committee said: "The commune is located far from the center, and there is often a shortage of clean water. The commune government has repeatedly contacted and made recommendations to the water supply unit to fix the problem and provide enough clean water for the people, but the solution has not been timely." Lack of clean water is also a big obstacle for the commune in the process of building a new model rural area.

Hong Khe Commune currently has more than 2,100 households with a total of more than 8,000 people, living in 6 villages. Although the commune has a clean water supply plant, according to Chairman of Hong Khe Commune People's Committee Nguyen Van Dat, in previous years there were still several clean water shortages each year, each lasting several days.

New Hope

Technical staff of Clean Water Business Branch No. 10 regularly monitor online the water supply pressure at downstream pipes.

Through many times of voters' petitions at meetings of People's Council delegates at all levels and National Assembly delegates, the clean water supply situation in Binh Giang district has recently had positive changes.

That is because the clean water booster pumping station in Phuc Le village, Vinh Hong commune officially came into operation in early December 2024. This booster pumping station was started construction by Hai Duong Clean Water Trading Joint Stock Company on November 17, 2022 with a total investment of over 22.8 billion VND. The water source is supplied from Viet Hoa Water Plant (Hai Duong City). The pumping station helps to improve the water supply capacity for the entire Binh Giang district with about 30,000 direct and indirect water customers.

According to Mr. Hoang Hai, Deputy Director of Clean Water Business Branch No. 10 (Hai Duong Clean Water Business Joint Stock Company), the clean water booster pumping station located in Vinh Hong commune currently has a capacity of 10,000m3/day and night. In phase 2, the station can increase its capacity to 25,000m3/day and night to meet the projects operating in industrial parks and clusters.

Vinh Hong booster pump station has been officially operated since December 2024.

Previously, Hai Duong Clean Water Trading Joint Stock Company invested in building D400 pipelines from the main axis next to Highway 5 to the booster pumping station in Vinh Hong commune with a total cost of nearly 30 billion VND; built a pumping station; added a tank of about 1,000 m3.

With a capacity of 10,000m3/day and night, the wholesale of clean water to Viet Duc Development Construction Investment Joint Stock Company will be improved, thereby contributing to solving the clean water shortage of communes in the downstream area in Binh Giang.

However, from a technical perspective, the water pipeline of Viet Duc Investment and Construction Development Joint Stock Company is still small. Therefore, in addition to the stable water supply from Clean Water Business Branch No. 10, the retail unit, Viet Duc Company, needs to invest, build, and upgrade the pipeline to ensure adequate clean water supply for the people.
