The National Action Plan for Digital Economic Development aims to gradually turn digital technology and digital data into important input factors for production and business activities in each industry and field.
Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 1437/QD-TTg dated November 20, 2024 promulgating the National Action Plan on Digital Economic Development for the 2024-2025 period.
The objective of the Plan is to promote digital economic development to achieve the goals set out in Decision No. 411/QD-TTg dated March 31, 2022 approving the National Strategy for Digital Economic and Digital Society Development to 2025, with a vision to 2030 (Strategy).
The strategy to identify the main growth space of Vietnam's digital economy is to develop the digital economy by industry and sector; gradually making digital technology and digital data an important input factor for production and business activities in each industry and sector, thereby improving the overall efficiency and competitiveness of the economy.
The plan sets out four key tasks and solutions, including:
1. Developing ICT digital economy
Developing the information technology industry into a foundational industry to promote the digital economy.
Strong digital technology enterprises are advanced production forces to develop ICT digital economy and promote digital economy in industries and fields.
2. Digital data development
Accelerate the availability of high-quality data sets and promote data circulation, sharing and openness; promote data openness, integration, reuse, data circulation and improve efficiency through data-based innovation; research and pilot implementation of data exploitation and usage scenarios and development of digital applications...
3. Developing digital economy in industries and fields
Digital transformation of all industries and fields, focusing on businesses, creating new growth drivers based on data, digital technology and innovation, improving governance capacity, managing the operation of socio-economic infrastructure systems, managing business operations, and creating new business models.
Promote the demand for products and services in the digital environment. Prioritize focusing on a number of key industries and fields where Vietnam has great potential and room for digital economic development, including: Wholesale and retail trade; Agriculture; Processing and manufacturing industry; Tourism; Logistics.
Developing the digital economy in the agricultural sector focuses on smart agriculture, precision agriculture, and increasing the proportion of digital technology agriculture in the economy.
Developing digital economy in the processing and manufacturing industry by applying advanced and modern technologies to transform factories into smart factories in line with the green development trend in the world.
Developing the digital economy in the logistics sector in the direction of applying technology to optimize logistics costs throughout the entire process of transporting goods from seaports, border gates, warehouses-yards-ports to consumers and vice versa...
4. Digital management
Pilot implementation in ministries, branches and localities, then replicate virtual assistant platforms to support officials and civil servants in drafting legal documents and performing public duties; support people on legal issues and other virtual assistants; complete the data-based operating model through the Intelligent Operations Center (IOC) to disseminate to localities.
Currently, the digital economy in new industries accounts for 40% of Vietnam's total digital economy, the remaining 60% belongs to the information and communications industry.
With the goal of digital economy accounting for 30% of GDP by 2030, the key areas of focus include perfecting legal institutions, investing in digital infrastructure, applying digital technology to key economic sectors, building a data market and protecting privacy, developing digital human resources...
These goals will be a solid foundation for Vietnam to make important strides in the digital age.
