Suspect Vu Hoang Oanh, also known as Oanh Ha, while on the run from the police, was still the leader of a drug trafficking ring from abroad to Vietnam for consumption, estimated to have transacted 1.6 tons.
On November 22, the information was stated at a conference to review typical drug cases organized by the Ministry of Public Security and the Drug Crime Investigation Police Department (C04).
Ms. Oanh has 7 criminal records and is the older sister of Dung "Ha" (a gangster boss in Hai Phong who was shot dead by Nam Cam's men in Saigon). Currently, the Ministry of Public Security's Investigation Police Agency has prosecuted and arrested Ms. Oanh and 28 related people, confiscating 131 kg of various drugs. According to C04, in May 2018, the ring was destroyed but Ms. Oanh escaped and was issued a special arrest warrant. Abroad, Ms. Oanh continued to recruit many other wanted juniors and key members to form a drug trafficking ring from the Golden Triangle area to Ho Chi Minh City and Hai Phong for consumption.
This ring used the trick of hiding drugs in used car engine blocks, then hired people to transport them from abroad to Ho Chi Minh City for collection.
In addition, the drugs were also transported to the Bac Viet Transport Company branch in District 12, Ho Chi Minh City, then taken to the company's headquarters in Hanoi. The "white goods" in Hanoi were handed over to Pham The Anh, Director of Sky House Trading and Import-Export Joint Stock Company, to be transported to Hai Phong for consumption.
C04 mobilized more than 100 soldiers to catch many drug suspects red-handed. One of the important links in the chain was Nguyen Thanh Thang, who stated that the signal for drug delivery was a photo of a bill on a mobile phone, and the two sides compared the serial numbers to match. In addition to the 20 kg of drugs caught red-handed, the task force also seized 26 heroin cakes at Thang's house.

Expanding the investigation, the police identified two suspects in Hai Phong and Hung Yen who had 23 times received 91 car engine blocks containing 1.5 tons of drugs transported from abroad to Ho Chi Minh City to rent a warehouse to hide them. From Ho Chi Minh City, the drugs were transported to Hanoi, then to Hai Phong for consumption.
According to the accusation, the ring led by Ms. Oanh illegally bought, sold and consumed over 1.6 tons of drugs. After a period of being on the run, Ms. Oanh was arrested on September 23.
