8 projects are pending and stopped due to the responsibility of investors and contractors.

The report on reviewing and synthesizing investment projects with difficulties, obstacles, and long-term backlogs according to the direction of the Prime Minister in Official Dispatch No. 26/CD-TTg dated March 31, 2025 of the Department of Finance shows that the whole province currently has 8 backlog projects, construction stopped due to the responsibility of investors and contractors with a total investment capital of over 60 billion VND.

Specifically, Kinh Mon town has 3 projects including: 2-storey classroom building, 6 classrooms of Bach Dang Primary School and multi-purpose building of Bach Dang Secondary School (invested by Bach Dang Commune People's Committee); swimming pool, roof, changing room and technical building, yard, gate and fence of Le Ninh Primary School (invested by Le Ninh Commune People's Committee).)and the 2-storey, 6-room classroom building and auxiliary items of Thang Long Primary School (Thang Long Commune People's Committee is the investor).

All three projects and works have not been completed according to the investment decision and construction contract because the investor lacks capital and the contractor has not actively implemented the work.

Chi Linh City has 5 projects including: Technical infrastructure of Dai Tan residential area, Hoang Tan ward (Hoang Tan ward People's Committee is the investor); Technical infrastructure of Thanh Tao new residential area, Le Loi commune (Le Loi commune People's Committee is the investor); Road connecting Van Duc Primary School gate, Van Duc ward (Van Duc ward People's Committee is the investor); Technical infrastructure of Lac Son new residential area, Thai Hoc ward (Thai Hoc ward People's Committee is the investor); Technical infrastructure of Ninh Chap 5 new residential area, Thai Hoc ward (phase 1 - Thai Hoc ward People's Committee is the investor).

Most of these projects have expired but the contractor has not completed construction or the investor has not completed site clearance.

Previously, on April 3, 2025, the Provincial People's Committee issued Document No. 1520/UBND-VP on urgently reviewing and reporting investment projects with difficulties, obstacles, and long-term backlogs according to the direction of the Prime Minister in Official Dispatch No. 26/CD-TTg dated March 31, 2025.
