6 new salary regime contents expected to be implemented from July 1, 2024

Minister of Home Affairs Pham Thi Thanh Tra, on behalf of the Government, has just reported to the National Assembly on the implementation of a number of resolutions of the 14th National Assembly on thematic supervision and questioning and the National Assembly's resolutions on thematic supervision and questioning from the beginning of the 15th term to the end of the 4th session in the field of Home Affairs.
One of the notable contents reported by Minister Pham Thi Thanh Tra to National Assembly delegates was the field of salary.
Build 5 new payroll tables
The Minister of Home Affairs said that the Government has recently reported to the Government Party Committee to report to the Central Executive Committee and the National Assembly on the results and roadmap for reforming salary policies for cadres, civil servants, public employees, armed forces and employees in enterprises according to Resolution No. 27 of the 12th Central Committee.
According to Resolution 27, the new salary regime will have 5 salary scales.
One is the salary table for positions applied to cadres, civil servants, and public employees holding leadership positions (elected and appointed) in the political system from the central to communal level.
Second, the salary scale for professional and technical skills according to civil servant ranks and professional titles of public employees is applied generally to civil servants and public employees who do not hold leadership positions.
Third is the salary table of military officers, police officers and non-commissioned officers (according to position, title and military rank or grade).
Fourth is the salary scale of professional military personnel and technical police specialists.
Five is the salary table of defense workers and police workers.
In particular, the Ministry of Home Affairs has proposed a roadmap for salary reform for cadres, civil servants, public employees and armed forces with 6 salary reform contents according to Resolution No. 27 and is expected to be implemented from July 1, 2024.
Specifically, building 5 new salary tables; allowance regime; bonus regime; salary increase regime; funding sources for implementing salary regime; salary and income management.
In particular, the new salary structure according to Resolution No. 27 includes: Basic salary (accounting for about 70% of the total salary fund) and allowances (accounting for about 30% of the total salary fund). Additional bonuses (bonus fund is equal to about 10% of the total salary fund of the year, excluding allowances).
After 2024, continue to adjust wages to compensate for inflation and improve somewhat according to GDP growth until the lowest wage is equal to or higher than the lowest wage of region I (the highest region) of the business sector as the target set out in Resolution No. 27.
Based on the conclusion of the competent authority on the roadmap for reforming salary policies for cadres, civil servants, public employees, armed forces and employees in enterprises, the Government will report to the Party Committee to submit to the Politburo for consideration and decision on the specific contents of the new salary regime.
From there, competent authorities will issue documents specifying the new salary regime for subjects under their management. At the same time, coordinate with the Central Economic Committee to develop a 5-year summary report on the implementation of Resolution No. 27.
Use savings from downsizing to increase salaries
Minister Pham Thi Thanh Tra also said that in order to overcome the situation of competent civil servants and public employees resigning or quitting their jobs in the past, the Government promptly submitted to the National Assembly for approval a plan to adjust the basic salary increase for cadres, civil servants and public employees from 1.49 million to 1.8 million VND/month (an increase of 20.8%), effective from July 1, 2023.
However, to fundamentally solve this problem, according to the Minister of Home Affairs, in the coming time, it is necessary to implement more tasks and solutions. In particular, the Ministry of Home Affairs continues to research and advise the Government to complete the specific contents of the new wage policy, ensuring consistency with the viewpoints, goals, contents, tasks and solutions for reforming the wage policy as required in Resolution No. 27, in accordance with the socio-economic development conditions of our country, and submit to competent authorities for consideration and decision.
Among the tasks and solutions set for ministries, branches and localities, Minister Pham Thi Thanh Tra noted the need to synchronously implement solutions to streamline staffing in conjunction with reorganizing the apparatus and restructuring, improving the quality of cadres, civil servants and public employees, contributing to reducing state budget expenditures.
Accordingly, the savings from streamlining the payroll will be an important state budget source to implement salary increases in 2023 and the following years...
At the Government meeting last September, ministries and branches said that so far the whole country has saved 500,000 billion VND to prepare for salary reform in 2024, 2025 and 2026 according to Resolution No. 27 of the 12th Central Committee.
Regarding streamlining the apparatus, the Minister of Home Affairs said that the ministries and branches have reduced 17 General Departments and organizations equivalent to General Departments; reduced 10 Departments; reduced 145 Departments/Boards under the General Departments and ministries; and basically reduced the number of rooms within departments.
After restructuring the organizations of ministries and branches, it will be necessary to reduce according to the roadmap for 61 general department-level leaders, including 14 general directors and 47 deputy general directors; 17 department-level leaders of ministries; 63 department-level leaders of ministries; 404 department-level leaders of general departments.
