2 urban projects in the west of Hai Duong city are under construction exceeding the assigned area by more than 36 hectares.

According to the report of the Working Group reviewing the boundary of the western area of ​​Hai Duong City, Nam Cuong Hanoi Group Joint Stock Company was assigned as the investor of 2 projects.

The first is the project of 7 main traffic routes (located in the new urban area project in the west of Hai Duong city including Vo Nguyen Giap Avenue, Tu Minh, Hoang Quoc Viet, Thanh Binh, Nguyen Van Linh, Pham Van Dong, Truong Chinh streets), with an area of ​​44.22 hectares according to the temporary land allocation decision No. 92/QD-TTg dated January 20, 2003 of the Prime Minister.

The second is the new urban area project in the west of Hai Duong City. This is a project to create land fund to exchange 7 main traffic routes, with an area of ​​331.6 hectares according to Land Allocation Decision No. 353/QD-TTg dated April 1, 2003 and Land Allocation Decision No. 704/QD-TTg dated June 25, 2004 of the Prime Minister.

The new urban area project in the west of Hai Duong city has been approved many times by the Provincial People's Committee, adjusting the detailed construction planning at a scale of 1/2000, approving and adjusting the investment project.

In fact, the area of ​​7 routes has increased by 4.1 ha, up to 48.33 ha. This increased area has been allowed by the Prime Minister when finalizing the conversion to the same value at the time of handover to the investor for this additional and arising cost and is included in the value of the project to pay for the land fund for the investor. The constructed area is 47.6 ha, the area not yet cleared is 0.64 ha.

Regarding the urban area in the west of Hai Duong city, according to the records, the current urban area is 325.29 hectares. But in reality, the current urban area is 363.92 hectares, an increase of 32.35 hectares compared to the Prime Minister's land allocation decision.

Regarding this content, Standing Vice Chairman of the Provincial People's Committee Luu Van Ban requested that a detailed report of the Provincial People's Committee be prepared as a basis for preparing a report to the Prime Minister. This includes 4 main contents: assessment and clarification of the current status of project implementation, from planning, land allocation to land boundaries, financial mechanisms; issues arising during implementation; existing problems, difficulties, and obstacles; proposals and recommendations. In addition, it is necessary to prepare report appendices attached to the report if necessary.

The Provincial People's Committee assigned the Department of Natural Resources and Environment to preside over and coordinate with the Departments of Planning and Investment, Finance, Construction, Hai Duong City, investors and related units within 10 days to urgently prepare a report to report back to the Provincial People's Committee, as a basis for reporting to the Provincial Party Standing Committee before submitting to the Prime Minister.

Regarding the new implementation items (Ngoc Island area, 2 bridges to the island), Standing Vice Chairman of the Provincial People's Committee Luu Van Ban requested the Departments of Natural Resources and Environment, Planning and Investment, Construction, Transport, Hai Duong City and related units to coordinate with the investor to urgently implement.
