Faced with persistent infrastructure problems in the western urban area of ​​Hai Duong City, residents in some residential areas in the urban area have had to invest their own money to fix them and meet their living needs. However, this has also made the appearance of the urban area shabby and messy.

After many years of waiting for the investor to connect the internal roads with the main axis without success, some households in Do Xa Residential Area (Tu Minh Ward) have used their own money to build temporary connecting roads to make travel more convenient. According to Mr. Pham Van Sam, Party Cell Secretary, Head of Do Xa Residential Area, the area has 3 locations that need to be completed for smooth traffic: alley 14, lane 155; alley 177 and lane 212 on Do Xa Street. Although the area has made a request to the authorities since 2014, they have only received explanations without any specific implementation plan while the request is urgent. Waiting for a long time without a satisfactory answer, people's requests to contribute funds and concretize the unfinished road sections were not approved. In the end, households had to temporarily pour broken bricks and restore the dirt road.

“Not only was the construction of the connecting road slow, but when renovating Do Xa street, the contractor did not install drainage culverts at both ends of the road, so now every time it rains heavily, the road floods,” Mr. Sam added.

For nearly ten years living on Ho Tung Mau Street, An Phu 3 Residential Area (Tan Binh Ward), Ms. Nguyen Thi Nhan has never seen any unit come to clean up and treat mud and sediment in the drainage system. Therefore, even though it is a new residential area, this area is not immune to flooding. Every household prepares a spare iron ladder from their house to the street to make it easier to move their vehicles when it rains. Here, the road has sections that are built and sections that are not, so it is very inconvenient. In the sections that have been invested in and built, the drainage ditches are not taken care of. Because they are open ditches, households find them unsightly and are afraid of pollution, so the households nearby spend money to make woven mats.

Ms. Nhan complained: “People in the area are frustrated and frustrated, they have petitioned many times but to no avail so they have to do it themselves. We know it is wrong but we have no other choice but to patch it up ourselves to make it easier for us to travel and live.”

The infrastructure problems and shortcomings in the western urban area of ​​Hai Duong City have existed for a long time, affecting the quality of life of the people. However, the project investor, Nam Cuong Hanoi Group Joint Stock Company (Nam Cuong Group), has been slow to fix them. If there is any solution, it is only a small amount, not thoroughly. The new items are unfinished and messy, the old items have been put into use for many years, have not been periodically maintained, so they are damaged, degraded, and do not meet acceptance requirements. Faced with this reality, people in some areas have patched things together and built makeshift structures, making the urban area's infrastructure even more messy and unsynchronized.

Hai Duong City People's Committee has inspected and reviewed the entire urban area to serve as a basis for handover according to current status and acceptance by subdivision to facilitate management. The city has worked many times with Nam Cuong Group and the company's Project Management Board in Hai Duong, but the progress of overcoming the limitations of many items is still at a standstill. In the 5 subdivisions of Truong An, Van Phuc, Van Loc, Dinh Long, Hoi Do that were proposed for acceptance, many roads have not been painted with road markings, traffic signs have not been installed... Many manholes have lost their covers, and the entrance gates do not have trash screens. The areas arranged for flower gardens and trees are not managed and cared for, leading to barren or dead flowers and ornamental plants. In some areas, people have renovated and poured concrete to make a sports field, and some have become garbage collection sites. In other subdivisions such as An Phu, Thien Phu, Truong Thinh... the infrastructure is in disarray. Some items related to traffic, drainage, lighting, green areas... are not completed, so people encroach on the land and use it for their own purposes.

According to the leader of Hai Duong City People's Committee, the unit directly managing the western urban area is currently the Project Management Board of Nam Cuong Group, but it does not have the authority to resolve infrastructure problems but must consult the group, so the handling is prolonged and not very effective. The investor's personnel in Hai Duong is small and has changed many times, making coordination in handling many difficulties...
