Many localities in Hai Duong province are lacking commune-level civil servants compared to the assigned staff quota, forcing many people to take on additional work in other positions.

It is unknown when this situation will be resolved because there are still many localities that are lacking but have no plans to recruit or supplement.

Leave early, return late due to lack of people

According to the quota, Ha Ky commune (Tu Ky) is assigned 20 positions. However, the commune currently has only 17 officials and civil servants, lacking 3 civil servants in the positions of civil status - justice (2 people) and agriculture, new rural development (1 person).

Mr. Vu Van Khanh, Vice Chairman of the People's Committee of Ha Ky Commune, said that the commune is a type II administrative unit, according to regulations, it needs to have 2 civil servants in charge of justice and civil status, but in reality, they have not been able to arrange them. Meanwhile, the number of administrative procedure files related to this field every day in the locality accounts for 70% of the total number of administrative procedure files received.

Therefore, Ha Ky commune must arrange for the Chairman of the Vietnam Fatherland Front Committee (with a law degree, suitable for the job position) to concurrently hold this position to handle the work. Every day, other civil servants must also support this department in handling related procedures. In addition, every week, associations and organizations must send cadres to the "one-stop" department to help in order to handle the work. For the agricultural and new rural construction position (land administration 2) which is currently lacking, the civil servant in land administration - construction and environment (land administration 1) must concurrently hold this position. There is a lot of work and a shortage of people, so most civil servants in the commune have to work overtime, often coming early and returning late.

For nearly a month now, Tai Son commune (Tu Ky) has also lacked an accounting-finance officer because the officer in charge of this position has retired under the regime. The lack of an accounting-finance officer has made all work related to finance, salary and allowance regimes, and settlement of regimes for cadres and civil servants in the commune difficult. "Next June, the commune will hold the 7th session of the 23rd term People's Council. Without an accounting officer, the settlement of the 2022 budget and the revenue and expenditure tasks for the first 6 months of 2023, and the revenue and expenditure tasks for the last 6 months of the year will be very difficult," said Mr. Nguyen The Tho, Chairman of the People's Committee of Tai Son commune.

The lack of commune-level civil servants is a common situation in many localities in the province. Hai Tan Ward (Hai Duong City) is currently lacking 3 civil servants: the office of the People's Council - People's Committee - statistics and treasurer; justice - civil status (justice 2); labor, war invalids and social affairs. Recently, Hai Tan Ward had to arrange civil servants for the Party Committee - internal affairs office concurrently as the office of the People's Council - People's Committee - statistics and treasurer; civil servants for culture, information, physical education and sports concurrently as labor, war invalids and social affairs. For justice - civil status civil servants, the ward was arranged 2 but is currently short of 1, so the existing civil servants have to do all the work.

More work, more hours

The lack of staff has forced the remaining local civil servants to take on additional jobs, work more, and work overtime. “Every day, the ward receives hundreds of administrative procedure files from people related to various fields. The workload is high but there is a shortage of staff, so ward officials and civil servants often have to work extra jobs and work overtime. The lack of staff has significantly affected the quality of the ward’s work. Currently, Hai Duong City is recruiting commune-level civil servants. Hopefully, the vacant positions in the locality will be filled in the near future,” said Mr. Pham Van Mai, Chairman of the People’s Committee of Hai Tan Ward.

According to the assigned staffing standards, Lai Vu commune (Kim Thanh) has 2 land officials (land official 1, land official 2). However, currently the commune only has land official 1, land official 2 is still lacking, so all the work is assigned to one person. There is a lot of work in the fields of land, environment, agriculture, and irrigation. In addition, there are more petitions and petitions related to this field than other positions, so Mr. Nguyen Van Tien, a land official of Lai Vu commune, often has to work overtime, even on holidays. There are days when he goes to the field, Mr. Tien has to stay at the office to handle work until 8-9 pm. Although he tries very hard to work overtime, taking advantage of the holidays to handle work, sometimes people who come to do administrative procedures still have to wait.

Mr. Tien said that in addition to undertaking the professional work of a Commune Land Officer, standing at the "one-stop" department to receive and resolve administrative procedures of the people, he also has to participate in receiving citizens periodically according to the schedule of the Commune People's Committee leaders, working at the grassroots to measure, determine the origin of land, resolve disputes, land and environmental violations... He always has to take advantage of and manage to complete the work on time, minimizing the delay in resolving administrative procedures of the people.

Recruitment is not easy

Currently, many localities in the province lack commune-level civil servants, such as Cam Giang district lacking 35 civil servants, Kim Thanh district lacking 16 civil servants, Tu Ky district lacking 15 civil servants... The biggest shortage is in the fields of justice - civil status; agriculture, new rural construction; culture, information, physical education and sports. However, this year these districts do not have any recruitment plans because they are waiting for instructions on the arrangement and merger of administrative units from higher levels.

According to Mr. Tran Van Quyet, Chairman of Cam Giang District People's Committee, although most communes and towns in the district are short of civil servants, the locality has no recruitment policy because it is expected that in the period of 2023 - 2025, the district will have 3 communes that will have to merge and will have a surplus of 58 cadres and civil servants. The number of civil servants currently lacking will be transferred from localities that will merge.

In 2023, Hai Duong has 5 localities organizing recruitment, including Nam Sach, Thanh Mien, Binh Giang, Gia Loc districts and Hai Duong city. These localities need to recruit 98 commune-level civil servants in the following positions and positions: People's Council - People's Committee Office - Statistics; Party Committee Office - Internal Affairs; Justice - Civil Status; Finance - Accounting; Culture, Information, Physical Education and Sports; Labor, War Invalids and Social Affairs; Land Administration - Construction and Environment; Agriculture, New Rural Development and Monitoring of Planning - Traffic - Irrigation. By May 30, the localities had completed round 1 of the 2023 commune-level civil servant recruitment. Most localities had the number of candidates registered to take the round 1 exam equal to or exceeding the recruitment target. However, some recruitment positions had no candidates registered for the exam. Specifically, in Thanh Mien district, there were no candidates registered for the positions of culture, information, physical education, sports and agriculture, and new rural development. In Binh Giang and Nam Sach districts, there were also no candidates registered for the positions of culture, information, physical education, and sports.

According to Mr. Nguyen Duy Thang, Head of the Thanh Mien District Internal Affairs Department, recruiting commune-level civil servants is facing many difficulties. The main reason is that the income of commune-level civil servants is currently not keeping up with many other professions. Besides salary, commune-level civil servants do not have any other income, making many people reluctant to take the exam. Some localities do not have a source of recruitment, while many people with qualifications and degrees corresponding to the job position do not want to take the exam. Some people who are qualified to apply for the job, after submitting their application, still give up and do not take the exam.

According to the plan, on June 18, Nam Sach, Thanh Mien, Binh Giang, Gia Loc districts and Hai Duong city will organize the second round of the 2023 commune-level civil servant recruitment exam. The recruitment is expected to be completed in July. The recruitment will help localities supplement the shortage of human resources. However, many localities are lacking commune-level civil servants but have no plans to recruit or supplement this year.
