On September 19, the Permanent Mission of Lebanon to the United Nations said that preliminary investigation results by authorities found that the communication devices that exploded in Lebanon were pre-installed with explosives before being imported into the country.

In a letter to the UN Security Council, the Lebanese delegation said preliminary investigations showed that the explosive devices were professionally planted before entering Lebanon and detonated by sending an email to them. The delegation condemned the bloody attacks and said they undermined diplomatic efforts to end the fighting in Gaza and southern Lebanon. The Lebanese representative called on the UN Security Council to condemn the attacks at an emergency session scheduled for September 20 to discuss the latest developments. Lebanese Foreign Minister Abdallah Bou Habib is expected to attend the meeting.

The international community continues to react to the explosions of a series of pagers and walkie-talkies in Lebanon. Iranian President Masoud Pezeshkian expressed his condolences to the Lebanese people after a series of explosions of communication equipment caused great casualties on September 17-18. On social network X, Mr. Pezeshkian also strongly condemned the incident, reaffirmed his support for Lebanon and called on international organizations to take appropriate action. According to the Lebanese Health Minister, the explosions killed 37 people and injured 2,931.

On the same day, September 19, French President Emmanuel Macron called on Lebanon's top political and military leaders as well as Israeli Prime Minister Benjamin Netanyahu, calling for restraint. Mr. Macron asked the Lebanese leaders to convey a message to armed groups, including Hezbollah, to avoid escalating tensions. Hezbollah accused Israel of causing these explosions and affirmed that it would take strong measures to respond, while Israel has not commented on the accusation.

US Secretary of State Antony Blinken also called on all parties involved to exercise restraint and avoid escalating the conflict in the Middle East. Speaking after a meeting with French Foreign Minister Stephane Sejourne in Paris, Mr. Blinken stressed the importance of reducing tensions, especially in the context of international efforts to achieve a ceasefire in Gaza. "We are still working to achieve a ceasefire. We believe that it is still possible and necessary," he said.

For his part, French Foreign Minister Sejourne also expressed concern about the situation in the Middle East. He affirmed that France and the US are coordinating to send a message of de-escalation to all parties and warned that "Lebanon will not be able to recover from a full-scale war".

Asked about the recent explosions of communications equipment in Lebanon, Pentagon spokeswoman Sabrina Singh said the US military stance in the Middle East has not changed. Speaking at a press conference, Ms. Singh said there had been no change in the deployment of forces in the Eastern Mediterranean or the Central Command area of ​​responsibility. The Pentagon said any attack that escalates tensions in the Middle East is not beneficial and the US does not want the conflict in this region to spread further.

Similarly, British Foreign Secretary David Lammy also called for an immediate ceasefire between Hezbollah and Israeli forces. Speaking after a meeting with his French, American and Italian counterparts in Paris, Mr. Lammy stressed: “We want to see a negotiated political solution” so that Israelis in the north of the country and Lebanese can return home.
