The festival is organized by the People's Committee of Tu Ky district (Hai Duong) in coordination with Misa Joint Stock Company, Vibook Vietnam Digital Technology Group Joint Stock Company and Vietnam Joint Stock Commercial Bank for Industry and Trade (Vietinbank) Hai Duong branch.

Speaking at the festival, comrade Pham Quoc Hoan, Deputy Director of the National Center for Electronic Authentication, emphasized that Tu Ky is one of the leading districts, not only in Hai Duong but also in the whole country in this activity. This is also a typical locality in the way of helping people use remote digital signature services to carry out administrative procedures in the electronic environment, promoting people to use Vietnam's e-commerce platforms. The activities of the Digital Citizen Festival in Tu Ky need to be spread and replicated at the district level throughout the country. Comrade Pham Quoc Hoan said that digital citizen is not a distant, difficult-to-understand concept, but is the representative of each individual in the electronic environment, carrying out transactions in the electronic environment like in the real environment. Digital signatures, when properly deployed and applied, will have the same legal value as handwritten signatures and seals, playing an important role and bringing many practical benefits to organizations and individuals in determining the legality when participating in activities and transactions in the electronic environment. Therefore, every citizen needs a digital signature.

People attending the Tu Ky District Digital Citizen Festival 2023 are guided and supported to register and install personal digital signatures remotely.

Representatives of Misa Joint Stock Company and Vibook Vietnam Digital Technology Group Joint Stock Company presented papers at the festival on the orientation of implementing administrative procedures in the electronic environment, personal digital signatures on public administrative services and public services; forming the habit of managing personal finances based on digital technology and cashless payments; forming digital business skills, promoting the development of the digital economy of each individual and household through the application of e-commerce platforms.
