While waiting for the opening of the fishing festival on the Soi River held in An Thanh Commune (Tu Ky) recently, I heard the exciting stories of the farmers here. They discussed how to find brand names and take photos so that the local shrimp paste and fish sauce products can be introduced and sold well on e-commerce platforms such as Shopee and Lazada. The exciting stories of the An Thanh farmers made me think about building digital citizens in Hai Duong.

Is it difficult to become a digital citizen? This question is probably asked by many people.

Hai Duong has many farmers who have quickly caught up and applied digital transformation to agricultural production and consumption. Five years ago, when I learned about farmers who were at the forefront of technological innovation, I was surprised to learn that the owner of a fish farm in Gia Loc was abroad but could still adjust the water level in the pond, open the automatic water discharge valve and control the amount of food for the fish every day through software connected to the internet on a smartphone. That was quite far away for many farmers at that time. But now, Hai Duong has many technology-savvy farmers.

Recently, Tu Ky is the first district in the country to organize the "Digital Citizen Festival". Digital transformation programs, applying technology to production and life are increasing. Since the beginning of August, QR codes have begun to appear on street name signs in Hai Duong City. These codes help people not only understand more about the names of places and famous people named for streets but also other technical parameters of the streets in both English and Vietnamese.

From the elderly to the young in Hai Duong, everyone is gradually adapting to the digital transformation trend.

Is it difficult to become a digital citizen? Certainly not easy. Most people cannot do it if they are not determined. Hai Duong is implementing a program to pay social assistance through bank accounts. Initially, many people were hesitant and opposed because of the inconveniences that could not be resolved immediately, but if the province followed a suitable roadmap, many people would support and try to implement it. Changing the way of thinking and working of many people, including the elderly, to become digital citizens is not easy, it requires perseverance, calculation and appropriate support.

At the working session with the Standing Committee of Hai Duong Provincial Party Committee at the end of March 2023, Comrade Nguyen Manh Hung, Minister of Information and Communications, said that Hai Duong must carry out digital transformation from specific, simple tasks, related to the lives of each person, such as controlling traffic lights appropriately. For the whole province to successfully transform digitally, it must start with leadership and determination.

To become a digital citizen, first of all, everyone, from officials, party members to all walks of life, needs to proactively approach technology and boldly discuss with members of community digital technology groups for support and guidance. If everyone makes an effort, becoming a digital citizen will not be too difficult.
