31st session of the National Assembly Standing Committee: Ensuring feasibility and quality of draft laws and resolutions

On the afternoon of March 19, the National Assembly Standing Committee completed the entire program of the 31st Session, after 3.5 working days.

In his closing speech, National Assembly Chairman Vuong Dinh Hue said that at this session, the National Assembly Standing Committee gave opinions, considered and decided on five major groups of issues.

The National Assembly Standing Committee gave its opinions on the explanation, acceptance and revision of 7 draft laws. This is the main content of the March Session, including the following draft laws: Law on the Capital (amended); Law on the Organization of People's Courts (amended); Law on Social Insurance (amended); Law on Roads; Law on Road Traffic Safety and Order; Law on National Defense Industry, Security and Industrial Mobilization; Law on amending and supplementing a number of articles of the Law on Property Auction.

The National Assembly Chairman requested the Secretary General of the National Assembly, together with relevant agencies, to promptly issue a notice concluding the meeting's content so that agencies have a basis to complete project documents to submit for comments at the Conference of specialized National Assembly deputies (scheduled for March 26).

The National Assembly Standing Committee reviewed and approved two Resolutions on: establishing An Dien and An Tay wards in Ben Cat town and establishing Ben Cat city in Binh Duong province; establishing and rearranging wards in Go Cong town and establishing Go Cong city, Tien Giang province.

The National Assembly Standing Committee commented on the Report on People's Aspirations in February 2024; considered and passed the Resolution approving personnel to hold the positions of Standing Member of the National Defense and Security Committee; Standing Member of the National Assembly's Judiciary Committee.

The National Assembly Chairman said that the National Assembly Standing Committee organized a question-and-answer session on two groups of issues under the management of the Ministry of Finance and the Ministry of Foreign Affairs on March 18. This question-and-answer session met the set requirements and was a great success. Based on the developments of the question-and-answer session, the reports of the Ministries and the concluding remarks of the question-and-answer session, the National Assembly Chairman requested the Secretary General of the National Assembly to promptly submit a draft Resolution and seek the opinion of the National Assembly Standing Committee to soon issue a Resolution on the question-and-answer session as a legal basis for implementation.

The National Assembly Chairman said that after this session, there will be a lot of work in March 2024, such as: National Conference on deploying the work of the People's Council; Conference of specialized National Assembly deputies giving opinions on draft laws. In April 2024, the 32nd regular session of the National Assembly Standing Committee, the Specialized Law Session, etc. is expected to take place. Along with that, the Government proposed many new additions to the program of the 7th session of the National Assembly scheduled for next May.

The National Assembly Chairman requested the Chairman of the Nationalities Council and the Chairmen of the National Assembly Committees to urgently work with the Government's focal points to thoroughly review the contents. Based on the review, identify urgent contents that can be done immediately and need to be added to the agenda of the 7th Session. Contents that have not been prepared in time can be delayed and included in the 8th Session to ensure the feasibility and quality of the draft laws and resolutions.

Emphasizing that the most important priority is to ensure the quality of draft laws and resolutions before submitting them to the National Assembly at the 7th Session, the National Assembly Chairman said that the number of draft laws (not including draft resolutions) has been added to date more than initially. Therefore, the National Assembly agencies, Government agencies and relevant agencies closely follow the program and plan to organize scientific work, assign and allocate resources reasonably, and focus efforts with high determination to ensure the progress and thoroughness of the quality of draft laws and resolutions.
